Job Description

In this role, under the direction of Wellmark's Privacy Official, you will coordinate the services provided by the Privacy Office. This includes responding to routine inquiries from internal and external stakeholders regarding Wellmark's Privacy Policies and Procedures and Notice of Privacy Practices. You will also assist in the review of member submitted documents, review and investigate reports of unauthorized disclosures of protected health information, and support the identification and resolution of issues.

Ideal candidates will have at least 1 year of experience reviewing legal documents and a familiarity with state and federal privacy regulations. You pride yourself for having exceptional attention to detail, are meticulous in your research and documentation, have excellent written and verbal skills, and a strong ability to multitask. Friends and coworkers recognize your empathy, which allows you to provide exceptional customer service to members and stakeholders. You approach tasks and problems with reason and have the ability to weigh alternative actions with a data-driven mindset.

Qualifications

Required:

  • Associate's degree in related field or direct and equivalent work experience
  • Minimum of 1 year of work experience with health insurance regulatory compliance issues
  • Excellent verbal and written communication skills, including grammar and spelling. Experience with document, report writing and presentation preparation.
  • Attention to detail and ability to multitask
  • Ability to provide exceptional customer service to develop and maintain strong relationships with members and both internal and external stakeholders by listening, understanding and responding to identified needs
  • Ability to use deductive reasoning to probe, research, ask questions, seek to understand weigh alternative actions and makes decisions that incorporate data, opinions, facts, tangible and/or intangible factors
  • Proficiency with Microsoft Office Suite of Products and a technical aptitude to learn new software quickly
  • Travel required up to 5%

Preferred:

  • Paralegal certification or background
  • Experience with federal privacy regulations (HIPAA)
  • Experience reviewing legal documents

Additional Information

a. Respond to routine inquiries and complaints from external stakeholders concerning Wellmark’s Privacy Policies and Procedures, Notice of Privacy Practices and the individual’s rights related to the use and disclosure of protected health information. Collaborate with Sr Privacy Office Coordinator or Privacy Official concerning unique inquiries and urgent or complex issues. 

b. Provide guidance and training to internal stakeholders (i.e. Operations Customer Service, Membership & Enrollment, Health Management) concerning routine inquiries, requests, standard forms and legal documents related to the use and disclosure of protected health information. 

c. Coordinate corporate process for reporting possible unauthorized disclosures of protected health information, including violations of privacy policies and workforce errors. Research incidents by determining cause and responsible person and entity. Document risk assessment for breach determination. Provide breach notice to members, self-funded groups and HHS as needed. Collaborate with leader and HR Business Partner concerning any unauthorized disclosure caused by an employee error. Provide timely reporting concerning disclosure incidents to Privacy Official, Chief Compliance Officer and General Counsel as needed. Collaborate with Sr Privacy Office Coordinator or Privacy Official concerning incidents that may be considered a privacy or security breach.   

d. Support legal activity in the identification and resolution of issues arising in the operational areas that require legal opinions, direction or guidance.

e. Represent the department in corporate projects, process improvement initiatives and other multi-department undertakings.

f. Respond to requests for access, amendment, restriction, confidential communications, and accounting of disclosures of protected health information by researching the individual’s records, obtaining the appropriate information from the appropriate business units and coordinating the response according to the protocols and procedures established by the Privacy Official.

g. Maintain appropriate documentation evidencing Wellmark’s compliance with state and federal privacy regulations.

h. Coordinate corporate training for Compliance, Ethics and HIPAA Privacy and Security for new employees. Provide supplemental department training concerning Wellmark’s privacy policies and procedures and other privacy-related questions and issues.

i. Other duties as assigned.
