Main Accountabilities

As Treasurer for the Near and Middle East BU, the role will play a key part in supporting the Group’s trade finance, working capital and treasury operations. Working closely with banking partners and internal stakeholders, the position will help ensure that the BU’s projects have the financial instruments and liquidity required for successful delivery. Operating in a collaborative environment, the role combines technical treasury expertise with commercial insight to deliver efficient treasury solutions, strengthen financial controls and continuously improve treasury processes. It also promotes a strong cash culture and supports BUs in monitoring cash generation.

Detailed Job Description

  • Support the Group’s Treasury activities across trade finance, including bank guarantees, letters of credit and supply chain finance programmes. 
  • Determine and facilitate the guarantees to be implemented at the request of the BU, with the assistance of the group guarantees team through Fairways and Garanteo tools.
  • Support the BU teams in the deployment of solutions to better manage their working capital through factoring, discounting or supply chain financing, and support other "cash-related" functions such as payroll, benefits, accounts payable and collections.
  • Support the BU in the preparation of internal financing (through the Fineo tool) /external financing and manage their working capital optimally.
  • Define and implement cash tracking solutions through regular review of weekly cash forecasting exercises in coordination with the cash management team, maximizing cash repatriation. 
  • Drive the relationships between the Group's Banks and the BUs on treasury/financing subjects, ensuring optimal liquidity solutions. 
  • Liaise with banking partners on transactional matters, facilitate competitive credit facility renewals and compliance documentation.
  • Ensure compliance with banking mandates and audit requirements and contribute to continuous improvement and innovation initiatives that optimize treasury workflows and reporting. 
  • Support solutions to deal with financial risks, in coordination with the Group's trading room (F/X, interest rate volatility, counterparty).
  • Ensure and track the proper application of the dividend policy and support timely payments to the group in coordination with Group Treasury and the financing department.  
  • Spearhead the annual finance committee presentation to review the business unit's annual financial performance and net debt, and establish financing strategies for future projects. 
  • Prepare treasury reporting (quarterly cash and debt reports), maintain track of off-balance sheet commitments (guarantees), dividend payouts, and change in working capital variance analysis. 
  • Develop and maintain treasury policies and procedures, ensuring adherence to internal controls and corporate governance.
  • Support additional treasury initiatives and projects as required.

Qualifications

  • Professional qualification in accounting, finance, or related fields such as ACT. CFA, ACCA, or CMA, or equivalent.
  • Minimum 3 years of relevant experience, preferably in the UAE or GCC region within construction infrastructure or corporate treasury environments.
  • Strong experience in Treasury operations and Trade Finance.
  • Thorough understanding of trade finance instruments, banking processes, and working capital management.
  • Strong knowledge of treasury controls, governance, and compliance requirements. 
  • High level of accuracy, attention to detail, and integrity.
  • Excellent analytical, problem-solving, and communication skills.
  • Fluency in English (written and spoken) required; Arabic and French are an advantage.
