General Facility & Technical Management

• Supervise and report on technical services performed under the contract, including the performance of third-party contractors.
• Provide technical support and recommendations for operational improvements, energy efficiency, and cost-effective maintenance strategies.
• Manage and lead the technical team to ensure service delivery complies with SLAs, statutory requirements, and local ordinances.
• Maintain all network, buildings, facilities, systems, and machinery in optimal operational condition.
• Monitor technical service delivery and prepare detailed technical reports.
• Supervise improvement works, A&A projects, and renovation projects.
• Review and monitor the performance of vendors and contractors.
• Supervise repair and maintenance works executed by subcontractors.
• Provide 24/7 emergency call support.
• Perform other ad hoc duties as assigned.

Gas & Leachate Plant Operations

• Supervise technical services for the landfill gas (LFG) collection and utilization system, ensuring efficient gas extraction and plant operations.
• Lead the technical team in the testing, commissioning (T&C), and operational handover of the gas facilities, ensuring full compliance with safety and environmental regulations.
• Monitor critical process parameters and conduct technical analysis to optimize plant performance and maintain regulatory compliance.
• Manage urgent technical responses and on-site troubleshooting for landfill gas and leachate management systems, particularly during commissioning and operational transitions.
• Develop and implement comprehensive preventative maintenance programs for LFG and leachate treatment equipment to maximize operational availability.
• Provide on-site technical leadership during the start-up phase, including training and mentoring junior engineers and technicians on plant process optimization.
• Coordinate closely with internal stakeholders and external regulatory bodies to manage critical process transitions and address emerging technical challenges at the site.

• Degree holder or above in Building Services or a related engineering discipline.
• Possession of a valid Registered Electrical Worker license (Grade B0 or above).

Requirements

• At least 6 years of technical services experience, with a minimum of 2 years in an assistant manager role within FM/PM operations.
• Strong proficiency in PC applications and a good command of both spoken and written English and Chinese.
• Excellent communication and interpersonal skills.
• Experience managing landfill gas (LFG) extraction/utilization systems or related industrial process plants is highly preferred.
• Familiarity with leachate treatment plant operations and maintenance is a significant advantage.
• Proven ability to coordinate with multidisciplinary teams and government/regulatory stakeholders during infrastructure commissioning and crisis management.
