Job Description
Position Purpose:
The Manager, Regulatory Business - Utilities, under the general direction of the Sr. Director Regulatory Business, compiles and prepares data in support of utility water/wastewater rate and regulatory filings. The position assumes the project manager role in regulatory filings, processes, and projects, and may assume the project manager role in rate case filings. Responsible for the implementation of regulatory strategy, reviewing, preparing, and submitting testimony in utility rate proceedings on complex ratemaking matters, and managing rate case team members from other Company groups, outside consultants, and attorneys.
Primary Duties/Responsibilities:
- Serve as project manager for rate case filings and regulatory projects, including planning, preparation, and timely presentation.
- Prepare and review exhibits and testimony for rate cases; serve as expert witness in hearings and negotiated proceedings.
- Develop analysis for rate case filing decisions, including review of financial performance, capital plans, and timing.
- Participate in cross-examination development and assist attorneys in brief preparation.
- Supervise and advise outside consultants in preparing evidence for regulatory bodies.
- Maintain consistent Company positions across cases by reviewing exhibits, testimony, and interrogatory responses.
- Develop and maintain working relationships with regulatory agency staff, consultants, auditors, and public advocates.
- Summarize rate case orders and regulatory pronouncements, identifying required Company actions.
- Stay current on utility rate setting processes, statutory revisions, and Commission policy changes.
- Demonstrate team leadership and mentor junior staff.
- Manage multiple concurrent projects and meet strict internal and external deadlines.
- Maintain well-organized files for rate cases, filings, and projects.
Qualifications
Education/Experience/Background:
- Bachelor's degree in Accounting, Business Administration, Economics, Finance, or related field.
- 10+ years utility accounting or relevant experience.
- Minimum 5 years experience in rate setting regulatory procedures.
- Master's degree and/or CPA preferred.
Knowledge/Skills/Abilities:
- Exceptional leadership capabilities with experience building and leading teams.
- Expert-level understanding of utility regulation, ratemaking, pricing, and regulatory finance.
- Strong judgment and decision-making abilities with high degree of independence.
- Excellent oral and written communication, project management, organizational, and analytical skills.
- Proven ability to establish and foster productive relationships with regulators and key stakeholders.
- Highly effective at multitasking and managing competing priorities.
- Advanced proficiency in Microsoft Excel, Word, and Google Workspace; ability to learn new platforms (PeopleSoft, PowerPlan).
- Previous experience as expert witness with ability to communicate complex concepts to varied audiences.
- Deep understanding of utility operations, engineering, statistics, and finance concepts.
- Ability to plan, prepare, and present rate cases.
- Ability to travel for regulatory proceedings, facility visits, and conferences.
Required Certification/Licenses/Training:
- CPA and/or Master’s degree preferable.
Physical Requirements:
- The worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal and extensive reading.
- Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for sedentary work and the worker sits most of the time, the job is rated for light work.
Additional Information
Salary: $145000 - $160000 Per Year.
