Job Description
Position Purpose:
The Health and Safety Senior Manager leads health and safety programs across the Mid-Atlantic Division, protecting employees, visitors, and contractors while ensuring compliance with Veolia H&S standards and all applicable regulations. This role provides strategic leadership for division-wide H&S initiatives and directly manages one H&S professional. Oversees risk assessments, audit programs, training initiatives, incident investigations, and injury case management across multiple facilities. Partners with Division and Business Unit leadership to implement behavioral-based safety programs, drive safety culture improvement, and provide senior-level health and safety expertise for operations and new business pursuits. Develops predictive analytics to identify critical risks and implements preventative strategies. Serves as the primary H&S authority for the Mid-Atlantic Division, requiring regular field presence to provide operational support, oversight, coaching, and strategic direction while developing H&S team capabilities.
Primary Duties/Responsibilities:
- Develops, implements, and manages comprehensive H&S policies, procedures, and program elements across the Mid-Atlantic Division to drive safety culture transformation and behavioral excellence in alignment with Veolia Standards.
- Leads the Mid-Atlantic Division Health & Safety leadership team in developing corporate H&S standards, strategic planning, budget development, and goal setting; provides executive-level mentorship to H&S professionals and Project Safety Coordinators while serving as primary liaison between Division Operations and corporate HSS management.
- Directs the development of division-wide HSS training resources and oversees field coaching programs; manages one H&S professional to ensure consistent delivery and effectiveness across all locations.
- Oversees division-level risk assessments and develops comprehensive H&S risk reduction strategies to systematically reduce injuries and incidents across multiple facilities and operations.
- Manages H&S audit programs and worksite inspection protocols across the Mid-Atlantic Division; serves as senior subject matter expert in health and safety disciplines (OSHA regulations, LOTO, JSA, Confined Space, PSM/RMP) and provides technical guidance to operations leadership.
- Oversees division-wide H&S training compliance, monitors training effectiveness metrics, and ensures regulatory compliance across all Mid-Atlantic facilities through direct management of H&S staff and training initiatives.
- Directs incident investigation processes for injuries, vehicle incidents, and significant events across the division; ensures thorough root cause analysis, prepares executive-level investigation reports, and coordinates with workers' compensation coordinators and legal counsel.
- Leads effective case management strategies for employee injuries across the division and manages workers' compensation claims to optimize outcomes and control costs.
- Designs and implements division-wide behavioral-based safety programs customized to diverse operational environments and specific site needs.
- Establishes and maintains division-level H&S data management systems, analyzes trends across multiple facilities, reviews consolidated OSHA logs, and delivers strategic H&S performance reports to senior operational management.
- Provides H&S consultation to Engineering and Operations departments for capital projects and operational changes across the Mid-Atlantic Division.
- Leads project management for strategic H&S initiatives across the division, including resource allocation, timeline management, and stakeholder coordination.
Work Environment:
- Office environment with daily exposure to water and/or wastewater plant environment (exposure to chemicals and moving equipment), field visits with crews working on highway settings (traffic exposure), exposure to outside weather conditions (winter - summer).
- The noise level around heavy equipment and plant environments varies (hearing protection may be required).
Qualifications
Education/Experience/Background:
- Bachelor of Science Degree in Safety, Environmental Engineering, or equivalent.
- 5-7 years of related experience in HSS compliance.
- Work experience in the construction industry.
Knowledge/Skills/Abilities:
- Strong organizational, oral, written and interpersonal skills.
- Strong writing, coaching, and teaching skills.
- Ability to balance changing and potentially conflicting priorities.
- Ability to self-organize, prioritize and drive own work schedule.
- Ability to interact with all levels within the BU.
- Proficient knowledge of Google programs including Sheets, Docs, Gmail and Slides.
- Maintain specialized knowledge of safety regulations and industry consensus safety guidelines.
- Willing and able to work in the field with field staff evaluating, coaching and supporting safety, health, and security extensively.
- Must be available (24/7) to respond to & assist with health and safety incidents or emergencies.
- Willing to work extended work schedules (as needed).
Required Certification/Licenses/Training:
- Authorization by the OSHA Training Institute as an authorized instructor on OSHA Standards for general industry.
- CSP (Certified Safety Professional), or ability to acquire CSP designation.
- CHMM (Certified Hazardous Materials Manager) is a plus.
- Certifications issued by AWWA and other recognized industrial safety organizations on topics relevant to conducting specific safety training courses and responding to hazardous materials handling operations and chemical spill/release incidents.
