Position Purpose: 

This position will function as the subject matter expert for the Utility operational control systems required for the operation of water/waste water treatment plants and remote facilities. Responsible for ensuring the Utility SCADA standards and guidelines are implemented and maintained. Supports the business with the design, planning, and project management of the operational control systems. The operational controls system engineer will assist with ensuring Veolia North America’s control systems are in compliance with Veolia North America, Industry, Federal, and State cyber security rules, guidelines, policies, and best practices.

Primary Duties/Responsibilities:

  • Define control system requirements that align with the Veolia North America Utility National Standards and Guidelines.
  • Control System project management including development of control system specification, project procurement, and project execution.
  • Interface with operations, engineering, IT, and other groups to ensure control system cyber security policies, procedures, and infrastructure are adhered to and maintained.
  • Troubleshoot systems; perform root cause analysis, identify resolution options, implement best option.
  • Oversee vendors during the construction and delivery of SCADA systems.
  • Develop and apply test plans to insure quality before the business signs off on SCADA systems.
  • Develop and implement provisions to support ongoing SCADA system operations (Maintenance, security, backup, etc.).
  • Supports SCADA integration with other operational systems such as Geographical Information Systems, Asset Management, Water Quality reporting, etc.
  • Supports operational reporting strategy including daily reporting, analytics.
  • Supports the Utility Division with system acquisition opportunity evaluations, and integrations as requested.
  • Keep abreast of the latest technological advances in operational control system technology such as hardware, software, and emerging solutions.
  • Other duties as assigned.

Qualifications

Education/Experience/Background:

  • Bachelor’s Degree in Electrical/Computer Engineering or equivalent degree.
  • 5 - 7 years in control system technology.
  • The position requires that the operational controls skill sets be and remain current.
  • Experience in Water and Wastewater plants and networks extremely helpful, but no required.

Knowledge/Skills/Abilities:

  • Strong knowledge of popular SCADA packages such as ClearSCADA, GE Proficy, Wonderware, and/or Rockwell required.
  • Hands on experience in PLC/HMI system programming required.
  • Demonstrated knowledge of electrical systems, instrumentation, and controls.
  • Communication systems, including radio, cellular, and TCP/IP networking a plus.
  • Knowledge in industrial cybersecurity subject matter and topics extremely helpful.
  • TCP/IP networking knowledge a plus.
  • Ability to interface well with all levels of staff and management.
  • Ability to function successfully in a diverse, rapidly changing management environment, capacity to work under pressure and tight deadlines.
  • Ability to exercise discretion and independent judgment.
  • Strong interpersonal, written, and oral communication skills. Ability to effectively explain complex technical subjects across all audience types.
  • Ability to manage multiple priorities simultaneously to success.
  • Knowledge of and curiosity around innovative process control and operational technologies, methods, and practices.

Required Certification/Licenses/Training:

  • Driver's License.

Physical Requirements:

  • Some travel required.
  • Able to climb ladders, enter confined spaces to where the SCADA equipment is located.
  • Be available to support operations whenever needed (occasional nights and weekends).
