The role will oversee the Whistleblowing and Speak Up programme, investigations methodology and case management processes, supporting our commitment to Building Trust through transparency and accountability. The role will work with central and regional Risk Management teams, operational teams, Human Resources and senior leadership to support timely investigations and effective remediation. Working closely with CBRE (who have a 70% investment in Turner & Townsend), the role will align approaches as necessary, share leading practice and identify opportunities for coordination, while maintaining Turner & Townsend’s independent governance and accountability.
Main Responsibilities:
Whistleblowing Framework:
- Lead the development and continuous improvement of the Group’s Whistleblowing and Speak Up framework, policies and procedures.

- Monitor the effectiveness and accessibility of whistleblowing arrangements, ensuring alignment with applicable legal and regulatory requirements, as well as leading practice.
Investigations Management:
- Develop and maintain investigation methodologies, standards and guidance to support consistent investigations across all regions.
- Triage reported concerns and determine appropriate ownership, scope, escalation and investigation requirements in collaboration with Risk Management, Human Resources and regional stakeholders.
- Lead or oversee complex, high-risk or sensitive investigations, and provide quality assurance over regionally managed cases.
Case Management & Remediation:
- Maintain oversight of case management systems and records, ensuring matters are managed confidentially, objectively and in a timely manner.
- Monitor investigation outcomes and corrective actions, supporting timely and proportionate remediation of substantiated concerns.
- Identify themes, root causes and control weaknesses, and monitor adherence to the organisation’s commitment to non-retaliation.
Governance, Reporting & Engagement:
- Analyse case data and prepare reporting for Turner & Townsend governance forums, Executive Management and Board committees, as required.
- Provide guidance and training to Regional Ethics & Compliance teams, investigators and managers on whistleblowing, investigations and non-retaliation requirements.
- Coordinate with Legal, Human Resources and external specialists, and support regulatory or law-enforcement engagement where required.
Key relationships include the wider Risk Management function, incorporating central and regional Ethics & Compliance teams; regional operational and Finance teams; Executive Management and Regional Boards; and CBRE’s Trust and Ethics & Compliance teams.
Qualifications
- Extensive relevant investigations experience, ideally managing complex workplace, financial crime or compliance investigations within a global corporate environment.
- Demonstrable experience managing whistleblowing and Speak Up programmes, including the oversight of sensitive and high-risk cases.
- Strong knowledge of investigation planning, interviewing, evidence management, case documentation, root cause analysis and remediation practices.
- Strong analytical, communication and stakeholder management skills, with the independence and professional judgement to assess complex evidence, reach balanced conclusions and report effectively to senior stakeholders.
- A relevant degree or recognised professional qualification, such as CFE, ICA, ACAMS or equivalent, would be advantageous.
