Job Description
We are seeking an experienced Development Manager to lead project development initiatives from concept through approval and handover to execution teams. The successful candidate will play a key role in identifying, assessing, and developing strategic airport development initiatives that support operational efficiency, transformation, capacity enhancement, and service quality objectives.
This role requires strong experience in airport planning, business case development, feasibility studies, stakeholder management, and project development, with the ability to translate complex challenges into actionable and value-driven solutions.
- Develop and maintain a comprehensive development plan covering approved initiatives related to operational efficiency, transformation, capacity enhancement, and service quality.
- Establish a centralized view of development opportunities and strategic projects.
- Ensure development initiatives align with organizational objectives, airport master plans, and long-term growth strategies.
- Lead development assessments by validating opportunities, defining problems, and evaluating potential solutions.
- Utilize planning inputs such as airport master plans, capacity studies, asset condition assessments, and operational performance data.
- Develop and evaluate solution options, feasibility studies, and business case assessments.
- Engage internal stakeholders, external partners, and specialist consultants to support analysis and recommendations.
- Collaborate across multiple stakeholder groups to ensure alignment and support for development initiatives.
- Prepare structured presentations, reports, and recommendations for senior leadership and governance boards.
- Clearly communicate project feasibility, financial implications, operational impacts, and strategic benefits.
- Following approval, collaborate with project execution teams to develop implementation and delivery plans.
- Support the transition of approved initiatives from development into execution and PMO monitoring phases.
- Coordinate with design, construction, operations, finance, and planning teams throughout the development lifecycle.
- Monitor development project budgets, schedules, and quality objectives.
- Support cost-benefit analyses and investment decision-making processes.
- Ensure proposed solutions are practical, achievable, and aligned with business requirements.
Qualifications
- Bachelor's Degree (BSc, BEng, BA) or equivalent qualification.
- Certification or training in Primavera, Lean, Six Sigma, or related disciplines.
- More than 5 years of professional experience.
- Minimum 3 years of relevant experience in airport, aviation, live operational, or major infrastructure environments.
- Regional (Middle East) experience is preferred.
- Strong understanding of airport master planning, capacity planning, and operational improvement initiatives.
- Experience working with diverse stakeholders and managing cross-functional collaboration.
- Proficiency in project management tools such as Microsoft Project and Primavera.
- Knowledge of process improvement methodologies including Lean and Six Sigma.
- Strong analytical and strategic thinking skills with the ability to evaluate complex projects and develop data-driven recommendations.
- Excellent communication, presentation, and negotiation skills.
