You are an experienced Project Controls leader with 10+ years of experience delivering major capital projects and programs. You have a proven track record of leading multidisciplinary project controls teams and providing strategic oversight across cost management, scheduling, risk management, reporting, governance, and commercial functions. You thrive in complex stakeholder environments and are passionate about driving successful project outcomes through integrated project controls leadership.

Job Description:

As an Associate Director, Project Controls & Commission Management, you will be responsible for providing leadership and oversight across the full spectrum of project controls services on large-scale capital projects and programs.

Responsibilities:

  • Serve as the Project Controls lead across major capital projects or programs, ensuring the effective integration and delivery of all project controls functions.
  • Provide strategic leadership and oversight for cost management, scheduling, risk management, reporting, forecasting, and project controls governance activities.
  • Lead and coordinate multidisciplinary project controls teams to ensure consistent, accurate, and timely project controls deliverables.
  • Establish and maintain project controls frameworks, standards, processes, and reporting protocols aligned with project objectives and industry best practices.
  • Oversee project performance monitoring, including schedule progress, cost performance, risks, trends, commitments, and key project metrics.
  • Lead the development, review, and presentation of integrated project controls reports, dashboards, and executive-level briefings for senior stakeholders.
  • Manage project forecasting, cash flow reporting, contingency tracking, commitment management, and performance analysis to support informed decision-making.
  • Oversee project risk management processes, including risk identification, assessment, mitigation planning, and monitoring of potential impacts to project cost, schedule, and delivery objectives.
  • Act as a trusted advisor to project leadership teams, providing strategic guidance on project performance, controls, governance, and delivery risks.
  • Drive continuous improvement initiatives within project controls, identifying opportunities to enhance reporting, processes, tools, and overall project performance.

Qualifications

  • 10+ years of relevant experience in project controls, program controls, cost management, scheduling, risk management, or the delivery of major capital projects.
  • Demonstrated experience leading multidisciplinary project controls teams and overseeing integrated project controls functions across complex projects or programs.
  • A recognized university degree (or equivalent) in Engineering, Construction Management, Project Management, Architecture, Quantity Surveying, or a related discipline. If the degree was obtained outside Canada, an equivalency verification may be required.
  • Professional certification in a relevant discipline such as PMP, CCP, PSP, AACE, RICS, CIQS, P.Eng., or equivalent.
  • Strong understanding of project controls principles, including cost management, scheduling, forecasting, risk management, change management, reporting, and performance monitoring.
  • Experience developing and implementing project controls frameworks, governance structures, reporting processes, and performance measurement systems.
  • Proven ability to prepare and present project performance reports, dashboards, forecasts, and recommendations to senior stakeholders and executive leadership.
  • Ability to obtain, or currently possess, a Government of Canada Reliability Status security clearance at a minimum.

Preferred Qualifications:

  • Government of Canada Secret clearance.
  • Experience working with the public sector.
  • Understanding of local market dynamics, with established industry contacts and experience navigating regional construction and project delivery practices.

The base salary for the full-time Associate Director role is CAD $120,000 - 150,000. Ranges are determined by role and level and represent a good faith effort to provide a fair and equitable salary. This range is a reflection of base salary only, not of a total compensation package.  Please note Turner & Townsend reserves the right to pay more or less than the posted range, depending on candidate’s experience and qualifications.
