Job Description
Turner & Townsend is seeking an experienced Senior Mechanical Cost Manager / Estimator to support the delivery of a large-scale semiconductor manufacturing program in the Phoenix area. This role will be responsible for providing mechanical estimating, cost planning, cost control, change management, and commercial support across major cleanroom, process utility, and high-tech manufacturing construction projects.
The ideal candidate will possess strong mechanical estimating and cost management expertise with experience supporting complex capital projects in semiconductor, advanced technology, data center, pharmaceutical, life sciences, or industrial manufacturing environments.
Responsibilities:
- Develop and maintain detailed mechanical cost estimates for all phases of design and construction.
- Prepare conceptual, schematic, design development, and construction document estimates.
- Perform quantity takeoffs for HVAC, piping, plumbing, process mechanical systems, cleanroom systems, and associated infrastructure.
- Review drawings, specifications, vendor packages, and contractor proposals to verify scope completeness and pricing accuracy.
- Lead estimate reconciliation and benchmarking efforts with design teams, contractors, and project stakeholders.
- Manage mechanical cost planning, forecasting, and reporting throughout the project lifecycle.
- Analyze contractor bids and negotiate commercial recommendations.
- Review, validate, and negotiate change orders, claims, and cost proposals.
- Monitor project budgets, commitments, expenditures, and forecasted costs.
- Identify cost risks and opportunities while developing mitigation strategies.
- Support value engineering initiatives and constructability reviews.
- Provide cost advice during procurement activities and contract award recommendations.
- Track market conditions, labor trends, material pricing, and escalation impacts.
- Develop executive-level cost reports and presentations for project leadership.
- Collaborate with project management, engineering, procurement, scheduling, and construction teams to ensure effective project controls integration.
- Ensure cost management activities comply with Turner & Townsend standards and client requirements.
- Mentor junior estimators and cost management professionals.
- SOX control responsibilities may be part of this role, which are to be adhered to where applicable.
Qualifications
- Bachelor's degree in Construction Management, Quantity Surveying, Engineering, or a related field.
- 7+ years of experience in mechanical estimating, cost management, quantity surveying, or commercial management within large-scale construction projects.
- Experience supporting semiconductor, advanced technology, manufacturing, data center, pharmaceutical, life sciences, or other highly technical capital projects.
- Strong understanding of HVAC, plumbing, process piping, cleanroom systems, central utility plants, and mechanical infrastructure.
- Demonstrated experience preparing detailed quantity takeoffs, conceptual through construction-stage estimates, and cost plans.
- Experience reviewing contractor bids, subcontractor proposals, change orders, and claims.
- Strong knowledge of construction costs, labor productivity, material pricing, procurement strategies, and market conditions.
- Experience managing project budgets, forecasting, cost reporting, and change management on complex capital projects.
- Proficiency with estimating and cost management software, including tools such as CostX, Bluebeam, Excel, RSMeans, or similar platforms.
- Excellent analytical, negotiation, communication, and stakeholder management skills.
- Ability to work effectively with owners, designers, contractors, and project teams in a fast-paced environment.
- Knowledge of project controls, scheduling interfaces, and commercial management principles.
- Professional certifications such as CCP, CEP, MRICS, PQS, or equivalent are advantageous.
