Job Description

We are seeking an experienced Senior/Lead Cost Engineer to join our organization in Dubai, United Arab Emirates. In this pivotal role, you will lead cost engineering initiatives across major capital and operational projects within the Energy & Natural Resources sector. You will be responsible for developing comprehensive cost strategies, managing project budgets, and driving cost optimization across the organization. The ideal candidate will demonstrate exceptional analytical capabilities, strong leadership acumen, and a proven track record of delivering results in complex, multi-disciplinary project environments.

  • Lead and manage cost engineering activities for large-scale capital projects, including feasibility studies, detailed cost estimates, and budget forecasting
  • Develop and implement cost control strategies to optimize project expenditures while maintaining quality and schedule objectives
  • Conduct detailed cost analysis and variance investigations, providing actionable recommendations to project leadership and stakeholders
  • Mentor and supervise junior cost engineers and support staff, fostering a culture of excellence and continuous improvement
  • Collaborate with project managers, engineers, and procurement teams to ensure cost alignment with project scope and deliverables
  • Prepare and present comprehensive cost reports, financial forecasts, and performance metrics to senior management
  • Analyze vendor quotations and contractor proposals, negotiating terms to achieve optimal value for the organization
  • Implement and maintain cost management systems, tools, and processes to enhance efficiency and accuracy
  • Identify and assess cost risks, developing mitigation strategies and contingency plans
  • Stay current with industry trends, cost indices, and market conditions affecting the Energy & Natural Resources sector
  • Ensure compliance with company policies, regulatory requirements, and cost management best practices

Qualifications

**Required Skills and Experience:**

  • Minimum 10+ years of cost engineering experience in the Energy & Natural Resources sector (renewable energy, utilities)
  • Proven expertise in project cost estimation, budgeting, and cost control methodologies
  • Advanced proficiency in financial modeling and cost analysis tools
  • Strong knowledge of capital project delivery and EPC (Engineering, Procurement, Construction) processes
  • Demonstrated leadership experience managing technical teams and mentoring junior professionals
  • Excellent analytical and problem-solving capabilities with strong attention to detail
  • Proficiency in Microsoft Excel and cost engineering software platforms
  • Outstanding communication and presentation skills for engaging with diverse stakeholder groups
  • Ability to organize and manage multiple projects simultaneously in a fast-paced environment

**Preferred Skills and Experience:**

  • Experience with Earned Value Management (EVM) and project performance tracking
  • Familiarity with enterprise resource planning (ERP) systems such as SAP
  • Background in renewable energy project delivery
  • Knowledge of Middle East market conditions and regional project execution
  • Professional certification in cost engineering or project management
  • Experience with risk assessment and contingency planning in capital projects
