Job Description
Role Overview
We are seeking an experienced PMO Manager to support the successful planning and execution of a large-scale infrastructure project in Japan. Reporting to the Senior Project Manager, this role will be responsible for establishing and leading the Project Management Office (PMO), driving project governance, and ensuring effective project execution from the pre-FID (Final Investment Decision) phase through delivery.
The PMO Manager will play a critical role in implementing project management best practices, improving project controls, identifying risks and opportunities, and ensuring transparent reporting across stakeholders.
Key Responsibilities
- Establish and lead the Project Management Office (PMO) framework, governance structure, and project control processes.
- Implement and maintain project management procedures and standards across the project lifecycle.
- Review existing project management methodologies and recommend process improvements tailored to the local project environment in Japan.
- Train, coach, and support PMO members, project team members, and external contractors to ensure consistent adherence to project procedures and governance requirements.
- Monitor project performance, schedules, milestones, budgets, and deliverables to ensure alignment with project objectives.
- Analyze variances between planned and actual project progress, identify root causes, and recommend corrective actions.
- Proactively identify project risks and opportunities, develop mitigation strategies, and track action plans through resolution.
- Facilitate project governance activities, including meetings, decision-making processes, and stakeholder communications.
- Ensure the timely preparation and delivery of accurate project reports, dashboards, and status updates for senior leadership and key stakeholders.
- Support the development and project teams in achieving critical project milestones leading up to Final Investment Decision (FID) and beyond.
Qualifications
Required
- Bachelor's degree or above in Project Management, Engineering, Law, Construction Management, or a related discipline.
- Proven experience in Project Management, Contract Management, Engineering, or a combination of these areas.
- Strong understanding of project governance, project execution, and stakeholder management within complex projects.
- Ability to bridge global project management practices with traditional Japanese business and working styles.
- Strong analytical and problem-solving skills with the ability to identify project risks and drive mitigation actions.
- Excellent communication and coordination skills, with experience working across multidisciplinary teams.
- Valid driver's license and willingness to travel to project sites as required.
Preferred
- Experience supporting large-scale infrastructure, industrial, energy, construction, or data center projects.
- Experience establishing or managing a Project Management Office (PMO).
- Familiarity with project controls, contract administration, and project reporting.
- Business-level Japanese and English communication skills.
