Job Description
Turner & Townsend are looking for an experienced MEPS Senior Cost Manager and/or Quantity Surveyor to act as the key day-to-day client interface, ensuring client objectives are achieved through the delivery of value-added cost management services across advanced manufacturing, industrial, and mission-critical data center projects.
To be successful in this role, you must have excellent communication skills and be comfortable operating in a client-facing role. The ideal candidate will be self-motivated, driven, and able to work independently as well as part of a team. In this significant position, you will be responsible for providing leadership and direction, embedding, and promoting the purpose, values, and vision of Turner & Townsend.
Responsibilities:
- Estimate and negotiate change orders throughout the construction lifecycle for MEPS, process utility, and critical infrastructure systems.
- Prepare and present cost plans, estimates, and budgets for MEPS scopes and utility infrastructure.
- Partner with design teams and contractors to develop and validate MEPS cost estimates.
- Review and reconcile cost changes to ensure accuracy and alignment with project requirements.
- Meet with clients, contractors, and project teams to gather project information and prepare cost updates.
- Prepare written reviews and executive summaries of contractor cost submissions.
- Coordinate cost information from suppliers, equipment vendors, subcontractors, and design consultants.
- Support engineering and design decisions through cost analysis, constructability reviews, and commercial insight.
- Proactively identify and resolve MEPS cost and scheduling challenges.
- Perform cost checks, valuations, and cost verification on complex projects.
- Manage post-contract cost variances and change control processes.
- Maintain contingency, commitment, and cost impact tracking logs.
- Prepare funding presentations and support value engineering workshops.
- Develop and update cost plans throughout design and construction phases.
- Provide commercial input into design optioneering and value engineering initiatives.
- Review contractor pricing and lead cost negotiations on behalf of the client.
- Perform quantity surveying, cost controls, and change management activities.
- Manage MEPS cost audits, validation efforts, and financial compliance processes.
- Produce monthly cost reports highlighting project performance, risks, and opportunities.
- Support final account negotiations and project closeout activities.
- Compile benchmark and historical cost data across manufacturing, industrial, and data center projects.
- Identify, coach, and mentor talent to support team growth and development.
- Demonstrate strong leadership and service delivery across client commissions.
- Utilize internal systems to manage forecasts, fee tracking, resource planning, and financial reporting.
- Implement company delivery methodologies and business management systems to ensure best practices.
- Adhere to SOX controls and governance requirements where applicable.
- Foster a collaborative, high-performing culture that delivers exceptional client outcomes.
- Serve as a role model, supporting Turner & Townsend's purpose, values, and vision.
Project/Program Specifications:
- Experience in data center construction, advanced manufacturing, semiconductor, battery, pharmaceutical, life sciences, or large-scale industrial projects is strongly preferred.
- Experience supporting multi-billion-dollar capital programs, including hyperscale data center campuses, semiconductor fabs, battery plants, and advanced manufacturing facilities.
- Extensive experience managing costs associated with MEPS systems, process utilities, and critical infrastructure.
- Familiarity with mission-critical environments where reliability, redundancy, commissioning, and speed to market are key project drivers.
Qualifications
- Bachelor's degree in construction management, cost management, quantity surveying, engineering, or a related field.
- Minimum of 6 years of relevant experience in a cost management role within the construction industry.
- RICS accredited or actively pursuing accreditation is preferred.
- Experience leading cost management efforts on medium to large-scale construction projects of moderate to high complexity.
- Construction consultancy experience is strongly preferred.
- Strong knowledge of procurement strategies, cost planning, value management, value engineering, and construction delivery methodologies.
- Extensive experience with MEPS systems, process utilities, and critical infrastructure on manufacturing, industrial, and/or data center projects.
- Experience reviewing complex mechanical, electrical, plumbing, fire protection, controls, and specialty systems estimates.
- Excellent communication, stakeholder management, and client-facing skills.
Additional Information

The base salary range for this role is $150K-$190K USD. This range reflects the company's good faith estimate of the base salary for this position at the time of the posting. Final compensation will be determined based on factors including experience, skills, qualifications, and internal equity. In addition to base salary, employees may be eligible for bonuses and a comprehensive benefits package.
