Job Description

We are seeking an experienced and strategic Senior Cost Manager with 15+ years of proven expertise in cost planning, budgeting, contract management, and financial control across large-scale projects. The role involves leading cost management functions end-to-end, ensuring financial efficiency, risk mitigation, and value optimization throughout the project lifecycle.

Key Responsibilities

Cost Planning & Estimation

  • Lead detailed cost planning, budgeting, and forecasting for large and complex projects.
  • Prepare and validate cost estimates at various project stages (concept, design, execution).
  • Develop cost benchmarks and maintain cost databases for future reference.

Project Commercial Management

  • Oversee end-to-end commercial management of projects.
  • Manage contract administration, including drafting, reviewing, and negotiating contracts.
  • Ensure compliance with contractual terms and financial governance.

Financial Control & Reporting

  • Monitor project costs, cash flow, and financial performance.
  • Provide accurate financial reporting, variance analysis, and forecasts to senior stakeholders.
  • Identify cost risks and implement corrective action plans.

Procurement & Vendor Management

  • Lead procurement strategies and oversee tendering processes.
  • Evaluate vendor proposals and support commercial negotiations.
  • Manage supplier performance and cost optimization initiatives.

Risk & Value Management

  • Conduct risk assessments and cost analysis to mitigate financial exposure.
  • Drive value engineering initiatives to optimize project costs without compromising quality.
  • Develop cost-saving strategies and continuous improvement initiatives.

Stakeholder Management

  • Collaborate with internal teams (Project Management, Engineering, Finance) and external stakeholders.
  • Act as a key advisor on cost and commercial matters.
  • Provide leadership and mentorship to junior cost management staff.

Qualifications

Education

  • Bachelor’s degree in Civil Engineering, Quantity Surveying, Construction Management, or related field
  • Master’s degree (preferred)
  • Professional certifications such as MRICS, PMP, CCM, or equivalent are highly desirable

Experience

  • Minimum 15+ years in cost management, quantity surveying, or project controls
  • Proven experience handling large-scale infrastructure / real estate / industrial projects
  • Strong exposure to international standards and contracting frameworks (FIDIC, NEC, etc.)
