Job Description
We are seeking an experienced Lead Cost Estimator to lead major capital projects across the oil & gas, mining, and infrastructure sectors. The role will be based in Indonesia and deployed on long-term assignments (including a mining client) as well as other regional client engagements as required.
The successful candidate will be responsible for developing, validating, and managing cost estimates across the full project lifecycle, ensuring accuracy, consistency, and alignment with client and industry standards.
Role and Responsibilities
- Preparing the cost estimate plan (when required)
- Preparing the basis of estimate (BOE) document
- Preparing the final estimate report
- Responsible for coordinating the work of more junior cost estimating staff when required
- Responsible for collecting, cataloguing, and filing cost estimate data and information
- Responsible for preparing and carrying out market pricing enquiries
- Responsible for recommending cost estimating allowances based on project conditions
- Responsible for developing location factors, norms, etc.
- Prepare and develop Class 2–4 cost estimates (AACE standards) for CAPEX projects
- Review and validate Bills of Quantities (BoQ), drawings, and technical documentation
- Develop and maintain Work Breakdown Structures (WBS) and cost breakdown structures
- Lead cost analysis, benchmarking, and data validation using internal and external databases
- Ensure quality assurance and consistency of all estimating deliverables
- Provide guidance and mentorship to junior estimators and team members
- Lead contractor cost assessments
- Identify cost risks, contingencies, and value engineering opportunities
- Liaise with engineering, procurement, and construction teams to ensure cost alignment
- Consolidate estimate inputs and produce final project cost reports
- Present estimates and findings to clients and stakeholders
- Develop and maintain cost databases, productivity norms, and unit rate libraries
Qualifications
- A recognised Degree qualification in Quantity Surveying, Construction Economics, Engineering or similar
- Minimum 10–15 years of cost estimating experience,
- Proven experience in at least one of the following sectors:
- Oil & Gas (upstream, downstream, LNG, petrochemical)
- Mining & metals
- Clean energy
- Infrastructure (ports, marine, heavy civil, industrial facilities)
- Experience working on large-scale CAPEX projects (FEED, EPC, or PMC environments preferred)
- Prior experience supporting regional or international projects is an advantage
- Extensive experience in producing cost estimates (AACE Class 2, 3, and 4) and cost benchmarking for major CAPEX investments across the oil and gas, mining and clean energy, or infrastructure sectors.
- Experience in using industry recognized cost estimating tools, e.g. AspeTech ACCE, Winest, Cleopatra, CostX, etc.
- Experience in cost benchmarking
- Degree in Engineering, Quantity Surveying, Construction Management, or related field
- Professional certifications (e.g., AACE, MRICS) are a plus
- Demonstrable reputation for challenge, innovation and continued improvement.
- Have a passion for mentoring the team and future generations.
- Excellent written and spoken English. Bahasa an advantage.
- Good presentation and management skills
- Excellent communication, collaboration and stakeholder management abilities
