Job Description
Key Responsibilities
- Manage the daily activities of the cost control discipline, implement technical standards and procedures, and oversee the work of project cost engineers.
- Set up, implement, and maintain cost control structure, cost coding, and cost control system, implement processes, procedures, standards, and template maintain a consistent approach for reporting across the portfolio of projects.
- Perform and ensure an effective cost control and reporting function for ongoing projects by working with the project managers and the site cost control team to review cost reports for accuracy and timeliness.
- Convert cost estimates into Control Budgets, assign control accounts, by working and coordinating with estimating, commercial, contract, procurement, and construction departments.
- Communicate with contractors regarding project scope, cost, risks, valuations of work in progress reviews etc.
- Compile and analyse data on all factors that influence costs, such as material, labor, equipment, and subcontracts.
- Provide periodical cash flow forecasts and monthly updates for projects incorporating progress updates, cost under or overrun and approved scope changes.
- Prepare monthly cost reports to control and monitor projects total expenditure and ensure that expenditures are kept within the project budget.
- Review 2nd party cost reports, analyse deviations, review project reforecasts, and advise on corrective actions.
- Communicate independently with senior management to review, audit and validate cost-to-complete forecasts using projects cost report.
- Manage cost control team, provide direction, guidance, training, and support in performing daily functions.
- Attend in-house cost control review meetings with the project manager/commercial manager and present/answer questions related to project cost.
- Attend either project progress as well as cost status review meetings with the Client and present/answer question related to project cost or keeps themselves fully informed through the minutes of meeting.
- Review, validate and consolidate project monthly dashboards and reports, and raise any issues and concerns
- Issue project dashboards and reports to concerned internal and external stakeholders
Technical Management Expertise
- Provides direction over the junior cost engineers, support projects integrated teams, oversight and indirect supervision of staff in a matrix environment; delivers timely feedback to ensure a cohesive operational unit and the optimum use of team skills; monitors work assignments for adherence to timelines and compliance with policies and processes; develops and implements action plans to address performance gaps
- Working knowledge of current methodologies & tools related to managing projects ;
- Able to lead negotiations with third parties as the Cost specialist;
- Able to respond to client / stakeholder requests effectively & sensitively;
- Excellent attention to detail & able to validate & check data and reports, recording & reports produced, providing basic commentary & analysis
- Manage the Cost baselines and ensure cost control mechanisms are in place to monitor performance.
- Support on the updates on cost impacts through change management.
- Reporting to stakeholders, internal and external.
- Working closely with the client, sub consultants and main contractors.
- Reviewing overall project cost status with the project management team and recommend corrective action where necessary.
- Ensure risks & opportunities are identified and support the Risk Reviews.
- Demonstrating a clear, systematic approach to solving complex issues and can communicate solutions in an effective, efficient, high-level manner.
- Evaluating and reporting on all cost and change controls for this scheme in conjunction with the PMO and projects.

Key Experience / Other mandatory attainments
- Carrying out the duties of designated Cost Management for the project.
- Exposure to Cost Management and Project Controls methodologies & delivery;
- Recognising and allocating best practice across the various project teams.
- Demonstrates capability to coordinate and map our mitigation measures and opportunities leading to value benefits to the Program
- Degree or equivalent with professional work experience in one or more specific disciplines in the Project, Cost or Commercial Management disciplines
Qualifications
Skills & Experience
Essential:
- Degree or equivalent qualification in Project Controls, or a related discipline.
- Significant experience in cost engineering or project controls within complex project environments.
- Strong analytical skills and attention to detail, with the ability to interpret and present complex data.
- Proficiency in cost management software and tools (e.g., PRISM, EcoSys, SAP, or similar).
- Excellent communication and stakeholder engagement skills.
- Proven ability to lead cost engineering activities and influence project outcomes.
- In-depth understanding of earned value management and project performance metrics.
Desirable:
- Experience in infrastructure, energy, defence, or major capital projects.
- Familiarity with risk management and integrated project controls.
- Professional accreditation or working towards membership of a relevant body (e.g., ACostE, ICE, RICS).
