Job Description
The Programme Development Manager is responsible for supporting objectives of Programme Advisory team under Deputy Programme Director (DPD) of the project. Your responsibilities will include providing strategic advice to the senior project team after detailed analysis and consultation with cross functional teams. The role requires collaboration with cross-functional teams to shape innovative solutions, address challenges, and enhance programme outcomes. Strong leadership, analytical thinking, and relationship-building skills are essential in this dynamic role, as you will drive informed decision-making and contribute to the continuous improvement of programme. The role holder to ensure compliance with standards, maintains accurate records and identifies process improvement opportunities.
- To support Programme Development Lead within DPD’s office in designing and proposing solutions to the challenges the major project will face
- Provide strategic advice to the Executive team on programme setup, governance, assurance, and delivery models
- Lead assignments in programme delivery such as organisation design, programme integration, strategy and transformation, governance, innovation and others
- Develop and implement programme management frameworks and tools
- Work in cross-functional teams to support programme integration activities
- Work effectively as a team member by sharing responsibility, providing support, maintaining communication and updating senior members on progress.
- Carry out relevant analysis and present your findings (both written and orally).
- Work closely with colleagues to ensure that work is properly executed, documented and concluded in compliance with the relevant quality guidelines.
- Establish, maintain and strengthen internal and external stakeholder relationships.
- Prepare and participate in any progress meetings relevant to delivery of assignments and progress.
Qualifications
- Strong academic performance and degree qualified in relevant discipline (e.g. engineering, business, economics, finance etc.) from a reputed university. Master’s degree preferred.
- 5-10 years’ experience in the infrastructure sector. Experience in providing advisory services to key infrastructure clients in Ireland is preferred.
- Experience in infrastructure frameworks such as Public Spending Code, Green Book, Infrastructure Guidelines
- Deep understanding of the infrastructure landscape across Ireland, as well as familiarity with policies and functioning of public sector organisations
- Strong understanding of project lifecycle, governance, and assurance frameworks.
- Experience in business case preparation, economic and financial appraisal

- Strategic and logical thinker with excellent analytical skills.
- Excellent relationship-building, communication, report writing and presentation skills.
- Strong ability to write, document, and maintain technical standards, guidelines, and workflows.
- Ability to work effectively in a team environment.
