Job Description

The Rail Possession Planner’s primary responsibility is to plan the safe and efficient use of infrastructure outages during design and construction, with a particular focus on possessions / blockades on Irish Rail lines.  The role holder will play a wider role in phasing and strategic planning of the works, for example the staging of cut and cover works to suitably interface with highways and utilities constraints.

 

The role holder is responsible for developing and maintaining project plans according to procedures as well as collaborating with project, commercial, and finance managers to ensure accurate schedules. The role holder is responsible for scheduling in alignment with the construction timeline, implementation of safety protocols and coordinating logistics for equipment materials. The role holder analyses potential project changes, promotes planning improvements and ensures effective possession planning to minimise delays and reach deadlines.

 

Principal Accountabilities

  • Ensure consistent application of standards and procedures, including templates and guidance and support to the delivery team.
  • Develop and maintain plans in accordance with  project management, planning and PM procedures and processes.
  • Collaborate with project, commercial and finance managers and members of the wider project team to ensure project schedules are accurately developed, maintained, resource and cost loaded.
  • Liaise with site and possession planners to ensure cohesion between these different activities and the main project schedule.
  • Build and maintain close working relationships with client representatives and collaborate to find the most efficient and effective planning and controls solutions.
  • Perform critical path analysis and advise of possible actions and areas of concern.
  • Ensure that the periodic project reporting requirements are met for both internal and client through the provision of KPI, EV, schedule delay and critical path analysis reports as required.
  • Perform analysis and scenario modelling for any potential project change and be able to provide risks, issues, cost, resource and delay analysis.
  • Promote and improve planning and controls
  • Coordinate scheduling and logistics in relation to location, limits, duration and access points.
  • Ensure effective possession planning to reduce delays and achieve deadlines.
  • Perform additional tasks, activities or other duties as may be required or assigned as part of the role.

 

Experience, Skills and Qualifications

 

  • 5+ years’ experience in infrastructure planning activities with at least 3 years’ experience in high value rail projects, construction management or projects of a similar scale / complexity.
  • Experience working with planning software - Microsoft Project / P6 or Equivalent Planning Software, Microsoft Office tools

  • Strong knowledge of developing and executing comprehensive project plans, schedules, and timelines.
  • Strong understanding of railway construction processes, materials, and techniques.
  • Ability to identify potential risks and develop mitigation strategies.
  • Strong understanding of quality standards and safety regulations, ensuring compliance.
  • Ability to address unexpected challenges and adapt to changes.
  • Strong knowledge of monitoring project costs and ensuring optimal resource allocation.

 

Formal Education Qualifications

  • Demonstrable academic qualifications (NFQ Level 4/5 working towards level 6 eg PMQ) or equivalent.

 

Professional Memberships

  • Professional institution Eng Tech / Incorporated or equivalent, Associate Member / Student Member or equivalent.
