Job Description

The Retail Energy Code (REC), Smart Energy Code (SEC), and Independent Gas Transporter Uniform Network Code (IGT UNC) are at the heart of the regulation of the GB energy market, setting the standards for new and improved working practices.

The Codes Change Management Team is responsible for the detailed analysis, solution design, and requirement specification for all Change Proposals. It is empowered and responsible for delivering industry changes, working with stakeholders to raise Change Proposals to address known issues and opportunities, and prioritising the change agenda to deliver an innovative, transparent, and effective change process that focuses on consumer outcomes.

The Role
The Senior Change Analyst will be responsible for ensuring change proposals are raised and progressed effectively to meet their plans through to approval and release. This will include managing stakeholder relationships for projects, developing appropriate, quality solutions to address issues and realise opportunities in the energy market, engaging with wider stakeholders to capture views and impacts, producing change documentation, and ensuring Code products remain accurate and up to date. They will also work closely with the Change Delivery Manager the Change and Modifications teams and the wider Energy Codes department to ensure that we exceed client expectations and achieve great outcomes.


Responsibilities

  • Progress Change Proposals through our end-to-end processes:
    • Analyse the root causes of issues and develop effective, proportionate, and enduring technical and non-technical change solutions in collaboration with other Service Providers and provide ‘critical friend’ feedback.
    • Produce comprehensive business requirements in collaboration with stakeholders.
    • Produce comprehensive, accurate, and realistic Change Proposal Plans setting out a timetable for each Change Proposal relative to its complexity, importance, and time sensitivity.
    • Produce responses to impact assessments (including costs) and consultations, identify required amendments to solution options and legal drafting, and critically review external input.
    • Complete cost-benefit analysis and produce robust business cases to support the case for approving or rejecting Change Proposals.
    • Produce high-quality change documentation to internal quality standards.
  • Support the Change Delivery Manager to establish metrics and tracking mechanisms to measure the effectiveness of change initiatives.
  • Support the Change Delivery Manager in providing regular progress reports to stakeholders and the leadership team.
  • Develop and maintain strong, collaborative working relationships with other Code Managers and Code Manager Service Providers.
  • Lead on Change Proposals, providing expertise and identifying impacts to Code products, parties and service providers, consumers, and other industry codes through to successful implementation.
  • Present, facilitate, and in some cases chair internal and external meetings.
  • Role model and encourage different ways of working/thinking within the team, to create a growth mindset, collaborative culture and improve team efficiencies. Identify opportunities to improve client delivery and assist in delivering those changes.
  • Provide expert advice and support to parties and stakeholders in understanding and engaging in the change process.
  • Maintain an in-depth understanding of the Codes,  products, and the end-to-end impacts of these on industry stakeholders and consumers.
  • Provide second-line support to the service desk to resolve change management queries and assist with front-line queries during busy periods

The successful candidate will be able to demonstrate the following skills, knowledge, and experience:

  • Demonstrable experience in the GB energy market in a relevant role.
  • Understanding of the regulatory framework for the GB energy market.
  • Experience developing solutions to complex operational and technical issues impacting a variety of stakeholders.

Required Skillset:

  • Adept and versatile with the ability to understand and process vast, complex information.
  • Ability to identify and understand the impacts of policy development and regulatory change on a broad range of stakeholders.
  • Analytical skills to identify the root cause of issues, develop effective requirements, and develop optimal solution options.
  • Exceptional presentation and communication skills, both written and verbal, able to understand and articulate complex issues to all levels of seniority and technical and non-technical audiences.
  • Adept at Chairing and facilitating large and small industry meetings with a wide range of stakeholders.
  • A keen eye for detail and the highest standard of quality for themselves and others.
  • Passionate about delivering exceptional service and positive outcomes for the market and consumers, putting consumer outcomes at the heart of what you do.
  • Being a team player, with strong interpersonal skills, working collaboratively towards a shared vision for the future.
