Job Description
The Director of Construction & Entitlements will be an integral member of the Industrial Development Services (IDS) team. This position will work closely with the Developer(s) responsible for originating new development opportunities in the Midwest/Northeast markets by helping assess the viability of new development pursuits and overseeing the execution of all live developments from an entitlement and construction standpoint. Weekly commuting travel to meetings in cities and projects, within the region, is a requirement, and future, new market opportunities may require up to 30% travel in or out of state. Projects will include ground-up developments predominantly but may also include acquisitions of existing assets.
Responsibilities
Pre-Development & Due Diligence:
- Work with developers on analyzing the feasibility of new development opportunities by leading due diligence, developing concept plans, coordinating preliminary pricing guidance, creating and monitoring development and entitlement schedules, and early assessment of land development, offsite, and civil engineering challenges, etc.
- Provide cost input/budgets for pursuit costs estimating.
- Attend due diligence trips necessary to assess the requirements of the project as well as all existing conditions that will influence the project.
- Request and negotiate all due diligence proposals and contracts with contractors and consultants.
- Review the technical site reports generated during due diligence including, but not limited to, geotechnical studies, environmental assessments, civil drawings, and easement-related title and survey matters.
Entitlements:
- Develop project outline specifications for scoping and pricing.
- Spearhead project team’s pursuit and reception of any/all entitlements required to break ground post-closing.
- Lead all interactions and processes with relevant local government/municipal agencies and franchise utility providers with influence over receiving all permits required to break ground post-closing.
- Lead the processes with architects, owners, engineers, and contractors in formulating accurate and complete scopes of work and budgets.
- Create or assist in creating the schedule and sequencing of the project so accurate expectations can be conveyed to partners, lenders, and the project team.
Construction Management:
- Oversee the day-to-day performance of all general contractors and subcontractors on live development projects.
- Manage the monthly construction draws and any other requested documentation from lenders/inspectors.
- Prepare recurring project progress reports for capital partners (when required).
- Lead project close-out processes and paperwork.
- Coordinate the preparation of material delivery schedules and logs.
- Coordinate and assist in the creation and maintenance of project schedules.
- Coordinate and lead weekly project progress meetings.
- Promote Stream’s and/or the Owner Client’s safety policies to contractors to set expectations in the contracting process including various buildings’ rule and regulations.
- Coordinate the update of drawings.
- Coordinate and manage change requests including pricing review, submittal, follow-up and the creation of change orders to all parties.
- Oversee pay application verification and process including the lien waivers for both Owners and Sub/Suppliers.
- Review and track all project invoicing against overall project budget and various allowances.
- Think creatively to work with the project team in maintaining a set schedule for completion and tenant move-in.
Administrative Services:
- Participate in weekly IDS team meetings.
- Create and maintain internal database that tracks GC pricing by building type, building size, and regional market.
- Book travel arrangements.
- Process expense reports.
Qualifications
- Minimum 5-7 years of construction management experience in the Mid-Atlantic or Northeast markets.
- Bachelor’s Degree (Construction Management major preferred).
- Proactive thinker with the skills necessary to think ahead and anticipate / solve problems.
- Team player with strong organizational and analytical skills.
- Able to manage multiple projects simultaneously while maintaining strong attention to detail.
- Proactive and clear communicator (verbal and written; within the team and externally).
- Competent in leading teams of consultants and contractors through all phases of entitlements and construction from initial pursuit due diligence through project substantial completion and tenant improvement work.
- Ability to professionally interact with all project team members including developers, capital partners, cities/municipalities, brokers, contractors, architects, engineers, property managers, etc.
- Capable of identifying and elevating areas of entitlement and construction risk throughout all phases of the development process.
- Approximately 30% travel is a requirement for in-person meetings and jobsite visits related to due diligence and project management purposes.
- Experienced in MS Office software, including Microsoft Project, Bluebeam, and Adobe. Experience with AutoCAD would be beneficial.
