Job Description

We are seeking a highly qualified Senior Highway Engineer for an upcoming preliminary transport sector study in Ukraine. The objective of this assignment is to conduct a pre-feasibility study of the proposed M-15 Odesa–Reni transport corridor and its associated subprojects. The study will assess the project from strategic, technical, economic, environmental, and social perspectives, and will prioritize and structure investments for phased implementation.

Key Responsibilities

The Senior Highway Engineer will be responsible for the following activities:

  • List design standards and requirements applicable for capital repair, reconstruction, and construction, including those of the EU, IFI (WB ESF/ESSs), and national legislation, including sustainable and green infrastructure development and road safety.

  • Advise on opportunities for improvement of the design to maximize resource
    efficiency, reduce exposure to climate risks, and enhance climate resilience.

  • Provide mapping of project areas with strategic alternatives, topographical features and land use patterns

  • Provide recommendations on the scope and structure of feasibility-stage studies and any required design work to advance the corridor or its subprojects toward investment and implementation

  • Deliver project outputs, including monthly progress reports, in accordance with the agreed scope and schedule

Project Details

This project is currently in the bidding phase and is expected to commence in early May 2026, with a total duration of six months.

Qualifications

  • A minimum of 10 years of relevant professional experience in the development, design, and life cycle (maintenance and operational) costing of major highway projects; and demonstrated experience in establishing performance criteria and operational standards for sustainable, high-quality, resilient (including climate resiliency) road network development

  • Experience in preparation of pre-feasibility and feasibility studies according to international practice, including EU accession requirements

  • Excellent command of English (written and spoken); knowledge of Ukrainian is considered an asset

  • Prior professional experience in Ukraine is highly desirable
