Job Description
General Characteristics (Job Summary)
- This position acts as the catalyst and assumes the responsibility for facilitating the Samsung Engineering S.A.Y (Safety Around You) Culture program activities on the Project.
- The candidate must have the skill and power to stimulate, manage and coordinate the Culture effort.
Roles and Responsibilities
- Respond immediately to emergency incidents upon activation of the Emergency Response Team (ERT) in accordance with the Project Emergency Response Plan (ERP).
- Execute technical rescue operations for confined space, work at height, excavation/trench, structural collapse, and other high-risk emergencies.
- Conduct dynamic risk assessments and confirm scene safety prior to initiating rescue operations.
- Rescue, stabilize, package, and evacuate casualties using approved rescue techniques and equipment.
- Operate, inspect, test, and maintain emergency rescue equipment, including SCBA, gas detectors, rescue tripods, retrieval systems, ropes, harnesses, and stretchers.
- Support emergency response to fire, medical, hazardous material (HazMat), and environmental incidents as directed by the Incident Commander.
- Coordinate effectively with the Incident Commander (IC), Emergency Response Team (ERT), Site Medical Team, and external emergency services during emergency operations.
- Verify that rescue arrangements are established and readily available for high-risk activities under the Permit to Work (PTW) system.
- Participate in scheduled emergency drills, rescue simulations, equipment inspections, and competency assessments to maintain operational readiness.
- Report emergency response activities, equipment deficiencies, and rescue observations, and support incident investigations where required.
- Maintain operational readiness by verifying the availability and serviceability of rescue equipment and emergency response resources.
- Comply with the Project HSE Management System, Emergency Response Plan (ERP), Permit to Work (PTW) requirements, applicable ADNOC HSE Standards, and Life Saving Rules (LSRs).
Qualifications
Education
- Diploma or Higher Secondary Certificate or equivalent.
- Minimum 3 years of emergency rescue experience in Oil & Gas, Petrochemical, or Construction projects.
- Valid certification in Emergency Rescue, Confined Space Rescue, Work at Height Rescue, SCBA, and First Aid/CPR/AED.
- Competent in the use of rescue equipment, gas detectors, and rescue systems.
- Medically fit for emergency response duties and SCBA use.
- Familiar with ADNOC HSE Standards, Emergency Response Procedures, and Life Saving Rules (LSRs).
Experience
- Ideal person over 40 Y/O with minimum 10 years’ experience.
Knowledge
- Respond to all emergency incidents in accordance with the Project Emergency Response Plan (ERP) and ADNOC HSE-CE-ST01 Crisis & Emergency Response Standard.
- Perform technical rescue operations for confined space, work at height, excavation/trench, structural collapse, and other high-risk emergencies.
- Conduct dynamic risk assessments and verify scene safety before initiating rescue operations.
- Rescue, stabilize, package, and evacuate casualties using approved rescue techniques and equipment.
- Operate, inspect, test, and maintain rescue equipment, including SCBA, gas detectors, rescue tripod, retrieval systems, stretchers, ropes, and rescue PPE.
- Support emergency response to fire, hazardous material (HazMat), medical, and environmental incidents in accordance with applicable project procedures.
- Coordinate with the Incident Commander (IC), Emergency Response Team (ERT), Site Medical Team, and external emergency services during incident response.
- Verify emergency rescue arrangements for high-risk activities under the Permit to Work (PTW) system, including confined space entry, work at height, lifting operations, and excavation works.
- Participate in emergency drills, rescue exercises, competency assessments, and equipment inspections to maintain operational readiness.
- Report rescue activities, equipment deficiencies, and emergency observations, and support incident investigations in accordance with ADNOC HSE-GA-ST04 Incident Notification, Reporting and Investigation Standard.
- Comply with ADNOC HSE-GA-ST11 Life Saving Rules Standard, the Project HSE Management System, and all applicable ADNOC HSE requirements.
Technical and Behavioral
- Competent in Confined Space Rescue (CSR), Work at Height (WAH) Rescue, and Technical Rescue Operations.
- Proficient in the use of SCBA, multi-gas detectors, rescue tripod & winch systems, ropes, harnesses, stretchers, and casualty retrieval equipment.
- Skilled in Dynamic Risk Assessment (DRA), hazard identification, and atmospheric monitoring.
- Competent in First Aid, CPR, AED, casualty stabilization, packaging, and patient handling techniques.
- Knowledge of the Incident Command System (ICS), Emergency Response Plan (ERP), and Emergency Response Team (ERT) operations.
- 06. Familiar with Permit to Work (PTW) requirements for Confined Space Entry, Work at Height, Excavation, Hot Work, and Lifting Operations.
- Ability to interpret Safety Data Sheets (SDS) and respond to HazMat and chemical spill emergencies.
- Knowledge of ADNOC HSE Standards, Life Saving Rules (LSRs), and project emergency response procedures.
- Physically fit and capable of performing emergency rescue under demanding site conditions.
- Effective communication, teamwork, and decision-making skills during emergency response operations.
Program
- ADNOC Work Experience will be added advantage. ADSD Training.
- Knowledge of UAE traffic rules and Regulations. (Valid UAE Driving license is Mandatory).
