Job Summary

• This position acts as the catalyst and assumes the responsibility for facilitating the Samsung Engineering S.A.Y (Safety Around You) Culture program activities on the Project.
• The candidate must have the skill and power to stimulate, manage and coordinate the Culture effort. 

Roles and Responsibilities         

Coaching & advising relating to Culture program elements:

• Focus on those leading from the front regarding implementation of key culture activities.
• Coach SE&A & Subcontractor SI’s, Supervisors, Foreman and Worker teams.
• Advise HSE Managers (SE&A, Client & Subcontractor).

Training & Field Coaching:

• Culture training for Supervisors, TBM Leader, Workers
• Field Coaching (TBM Leader, Workers) 
• Project HSE Trainer

Program Management facilitation:

• Deploy all components of the Culture program on the Project
• Collect the required assurance components for HQ to establish all the Culture levels.
• Facilitate the Learning Teams meetings.
• Support the facilitation of the S.A.Y Leadership Team meetings. 
• Conduct effectiveness assessments.
• Assist Subcontractors with the implementation of culture improvement recommendations.

Technical and Behavioral Competencies

• Monitor road traffic incident trends and perform root cause investigation.
• Monitor the vehicle/driver performance and road safety violations through in vehicle Monitory system(IVMS)  and take action accordingly.
• Monitor road traffic incident trends and perform root cause investigation.
• Operating portable radar where applicable to ensure there are no speed violations as a means of minimizing traffic incidents related to overspending.
• Conduct spot check & submit the check list to the client and coordinate with the  transport manager to rectify the defaults.
• Carry out pre-inspection on vehicles and ensure they are in an acceptable condition before arranging them for client's approval.
• In case of any traffic incident, must ensure that the local authorities are informed and the incident scenes  preserved until their arrival.
• Extrovert (outgoing). Be able and willing to speak to all levels: management, supervisory and workers.
• Conduct field coaching and interact with all levels within a construction project.

Education

• Degree in relevant subject such as HSE, Engineering, Project Management, Psychology etc. Certificate in IVMS (In - Vehicle Monitory Systems). ADNOC Approval is Mandatory. ADNOC document for safe driving certificate (ADSD).

Experience

• Ideal person over 40 Y/O with minimum 10 years’ experience.

Knowledge

• Supervise the implementation of HSE policies at all levels within the organization and assuring the safety of people, assets, operations, environment in accordance of HS Management Systems Advise construction management to comply with HSE Policy, rules, regulations PPE and day-to-day practices in the site.
• Identify potential hazards using effective HSE risk analysis. Making the workers aware of the risk associated with activities carried out. 
• Conduct training related to HSE. Advice safety Manger on incident investigation and analysis, follow up of corrective/preventive actions. 
• Ensure safe operation of equipment. Prepare emergency response procedures and conduct drills. 
• Coordinate the overall Inspection and audit.
• 06. Responsible for the operation of road safety education, training    and promotion of the Road safety plan.
• Prepare/review and submit monthly Road safety statistics /report to the client on client on timely basis ie,daily, weekly or monthly.
• Create awareness among drivers with regards of new road traffic rules, safe driving and defensive driving practices through road safety campaigns, awareness trainings and Tool box talk meetings.
• Coordinate with construction team regarding Project/ site road closure to ensure that the right procedures are followed/implemented.
• Coordinate with construction team to Prepare/update and communicate regarding the site traffic route plans accordingly.
• Conduct driver assessment for all new project drivers to discover the gaps within their profession & offer to them assistance and guidance.
• Good Knowledge of UAE Road Safety Regulations is required.
• Must have the Good Command of the ADNOC HSE Standard (Road & Transport Safety, HSE-OS-ST 25).
