Job Description
General Characteristics (Job Summary)
- Oversee and confirm the accurate and timely flow of material and supplies, and be responsible for general material management and warehouse operation in Engineering and Construction project.
Role and Responsibilities
- Conduct overall management in material inventory and issue material.
- Oversee implementation of overall project inventory control plan including, material management planning as well as project material procedure, personnel requirements, inventory stock levels(work front), detailed material management system (manual or automated) and overall project material security plan.
- Oversee the delivery time of material at site and coordinates with other relevant department to provide site with right material at right time.
- Material inspection and quality management of material received.
- Manages the cost for operation of warehouse and lay down area.
- Review logistics plan and related procedure with procurement, construction, project controls and project management to ensure timely delivery of materials to the job site.
- Be responsible for material requirement identification and initiation of procurement activities.
- Ensure utilization of approved material control practices and guidelines in performing the work.
- Perform material control estimating, planning, staffing, scheduling, and forecasting, budget and deviation control.
- Confirm ESDR status and confirm of corrective action.
- Confirm inventory material and report to construction team.
- Confirm material for each stage of construction.
- Confirm preservation for the inventory material.
- Confirm spare part hand over to the client.
- Confirm balance material to purchase.
- Confirm balance material to handover.
- Propagate MCM instructions and report on the status of the HQ.
- Collaborate with headquarters logistics and instruct local forwarders in advance.
Qualifications
Education
- Bachelor's degree in business administration or a related field.
Experience
- 15+ years of experience in procurement or a related field.
- Professional and strong knowledge of procurement best practices and procedures.
- Experience in oil / gas / petrochemical or power plants.
- Engineering and Construction Company working experience.
Knowledge
- Comprehensive knowledge on purchasing and expediting.
- Material sourcing

- Must understand the products/technical drawings.
- Technical knowledge about raw materials and tools.
- Knowledge of billing practices and controls.

- Strong knowledge of material inventory management and control in the oil and gas industry
- Familiarity with procurement processes and procedures
- Solid understanding of inventory control plans and procedures, including stock levels, material inspection, quality management, and material security
- Knowledge of logistics planning and procedures, including transportation and delivery of materials to the job site
- Familiarity with material control estimating, planning, staffing, scheduling, and forecasting, budget and deviation control
- Proficiency in using material management systems, whether manual or automated
- Familiarity with ESDR (Environment, Safety, Design, and Regulatory) requirements and corrective actions
- Ability to analyze data and provide reports on material inventory and procurement performance
- Familiarity with spare part management and preservation practices
- Knowledge of procurement strategies to improve department performance
