Job Description

General Characteristics (Job Summary)

  • Perform quality activities in accordance with quality management system established.
  • Establish inspection and test plans and its record forms as per project requirements and international codes and standards.
  • Carry out inspections on discipline responsible to determine whether work performed conforms to quality requirements, and recording its result.
  • Ensure inspection status is controlled through efficient tools such as inspection matrix.
  • Co-ordinate his direct activities with the other discipline inspectors to maintain consistency and integrity in the overall construction.
  • Maintain daily report and ensure accuracy and completeness of records.
  • Liaise with all parties for site safety and quality of works.
  • Provide all necessary on-site direction and issue indications with respect to road works, utilities and other related activities.

Roles and Responsibilities

  • Managing and performing inspection of Telecommunication discipline.
  • Generate client Requests For Inspection (RFI) where required providing sufficient notice for hold, witness and inspection points.
  • Prepare / Review the following Quality procedure documents submitted by the Subcontractors such are Inspection Test Plan (ITP), Material Approval Request (MAR).
  • Prepare / Review / Approve the related inspection reports where inspection results are recorded.
  • Controlling inspection status by using systematic tools such as inspection matrix.
  • Setting and applying practical inspection process of particular discipline based on Project requirements and International Codes (providing ITP and managing Matrix).
  • Control NCRs to be closed out within the due date and supporting to prepare Corrective Action Plan properly.
  • Performing and coordinating inspection with client.
  • Carry out QC Supervisor’s responsibility in their absence.
  • Control quality violations through regular tool box talk with the construction team.
  • Review and track material submittals required for Telecommunication Definable Features of Work prior to Preparatory Meetings.
  • Conduct Preparatory Meetings with Subcontractors related to Telecommunication Definable Features of Work.
  • Inspect incoming material deliveries by confirming specifications and compliance with approved submittals, conduct visual and measurement tests in conjunction with the onsite logistics team.
  • Reject and facilitate the return of unacceptable materials.
  • Ensure to apply lessons learnt and proper preventive action conducted.
  • Implementation quality standard and procedures, conduct site inspection of communication and instrument works.
  • Checking the calibration of testing/measuring instruments and ensure the required certification is produced.
  • Inspection/witness the installation and testing for Cathodic Protection system, Heat tracing Fire alarm, Telecommunication system with client.
  • Perform field inspection, surveillance and audits of field telecommunication installation.

Qualifications

Education and Certification

  • Diploma in engineering
  • Certificate related to their disciplines

Experience

  • From project start to completion.
  • Demonstrable experience in all aspects of electrical and telecoms supervision projects preferably in the Gulf region.

Knowledge

  • Technical knowledge and familiarity with related international codes and standards in particular discipline.
  • Able to check that suitable and appropriate inspection and test tools are used- Investigate and analyze nonconformities and observations and figuring out solutions.
  • Capability of planning and controlling inspections for medium scale project (0.5~1.5 billion dollar).
  • Emphasis on Quality Assurance Specifications and Statistical Quality Control.
  • Review and justify the Inspection requests and technical reports.
  • Computer literate and able to utilize computer technology to access data, maintain records, generate reports, etc. and any project specific engineering and construction relevant software.
  • Working knowledge of ISO 9001 standards.
