SNV is implementing a four-years WASH Systems for Health Programme (WS4H), funded by the Foreign, Commonwealth & Development Office (FCDO), which aims to support the Tanzanian governments to strengthen the systems that ensures reliable, resilient and inclusive WASH services with the ambition to contribute to ending preventable deaths of mothers, children and infants.

 

Job Description

The WASH Gender Equality, Disability, and Social Inclusion (GEDSI) Advisor will focus on integrating GEDSI principles and actions across programme activities under the WASH Systems for Health (WS4H) Programme.   They will advise and lead on fostering inclusive development and promoting gender equity and social inclusion within WS4H interventions and the Tanzanian WASH Systems the programme aims to transform. This position is key to ensuring that both the programme’s approaches and the Tanzanian WASH systems are responsive to the needs of marginalized groups, including women, persons with disabilities, and other socially excluded communities. The person will also be the lead sub-national focal point for WS4H for the Simiyu Region target districts (Bariadi DC and Itilima), responsible for supporting on-ground administration, coordination and communication linked to workshops, discussions and other interventions.

Key Responsibility:

GEDSI Integration:

  • Assist in integrating gender equality, disability inclusion, and social inclusion frameworks into the programme's design, implementation, monitoring, and evaluation frameworks.
  • Work with the WS4H programme team and key stakeholders to ensure that GEDSI principles and actions are embedded into system strengthening approaches and initiatives.

Capacity Building and Training:

  • Design and implement GEDSI components in a range of systems-focused trainings - in relation to WASH facility designs training, WASH facility maintenance training, WASH planning and budgeting training
  • Develop and distribute training materials and resources that not only raise awareness about gender, disability, and social inclusion issues but promotes specific policy, planning, M&E, financing or learning & adaptation recommendations and actions.

Monitoring and Reporting:

  • Support the collection, analysis, and reporting of data related to WASH and GEDSI activities within both the programme and within the national and sib-national management information systems.
  • Support the development of tools for tracking progress in gender and social inclusion across program initiatives
  • Contribute to quarterly and annual reporting on WASH and GEDSI integration and its impact within the programme and all interventions taking place in Simiyu Region under the programme.

Partnerships and Collaboration:

  • Identify partners and stakeholders that can support and drive more GEDSI responsive interventions and systems change in the WASH sector
  • Collaborate with external partners, including civil society organizations, government agencies, and community groups, to promote WASH GEDSI-related initiatives.
  • Participate in meetings, workshops, and forums that focus on gender, disability, and social inclusion, representing the program and sharing insights.

Policy and Advocacy Support:

  • Assist in advocacy efforts to influence policy changes that promote inclusive system strengthening, ensuring marginalized groups have equitable access to WASH services and opportunities to bring changes in the sector.
  • Support in drafting policy briefs, reports, and presentations that highlight GEDSI achievements and gaps.

Administrative and Coordination Support:

  • Provide administrative and coordination support for programme initiatives in Simiyu, keeping stakeholders in the communication loop of the key programmatic plans such as meetings, to facilitate attendance and provision of valuable contributions.

Documentation and Knowledge Sharing:

  • Document best practices, lessons learned, and case studies related to WASH and GEDSI within the programme.
  • Contribute to the creation of knowledge-sharing platforms for staff and stakeholders on gender and social inclusion issues.
  • Any other relevant duties as shall be determined by Programme Manager or Management team

Qualifications

Requirements:

  • A bachelor’s degree in environmental or public health, Social Sciences, Gender Studies, Development Studies, Sociology, or a related field
  • At least 5 years of experience in working on WASH projects with some components of gender, disability, and social inclusion interventions within these
  • Experience working in multi-stakeholder environments, preferably in WASH and systems strengthening, governance, or social services programming
  • Experience in administrative roles, data collection, analysis, and reporting, especially on gender and social inclusion indicators
  • Knowledge and application of climate resilience approaches and interventions
  • Knowledge of climate scenario planning/modelling an advantage
  • Knowledge of WASH systems including data collection systems and policies is an added advantage.

Functional Competencies

  • Strong expertise Water, Sanitation and Hygiene programmes and interventions with experience in integrating and applying GEDSI concepts and actions to WASH development interventions
  • Familiarity with and understanding of the way that Government operates (specifically WASH line Ministries, Regional and District offices) including the way decisions are taken, the way that policies are changed, the way that budgets are allocated and the way plans are formulated
  • Strong organizational and communication skills, with the ability to work independently and collaboratively in a team environment.
  • Demonstrated ability to support capacity-building efforts and deliver effective training on gender, disability, and social inclusion, applying participatory approaches and models of engagement.
  • Ability to develop engaging and varied training materials
  • Analytical skills with the ability to interpret data and contribute to GEDSI-focused reports.
  • Ability to document and write up clear summarised reports, including donor reports with photos, technical details and progress updates.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and familiarity with Canvas programme.
  • Fluency in both written and spoken English and Swahili, including very strong facilitation and report writing and presentation skills.
