Overview of the Position
The Deputy Country Finance Manager is instrumental in supporting the country’s finance function, ensuring accurate and comprehensive reporting of country and project finances in adherence to SNV policies, donor procedures, regulations, and guidelines. Under the direct supervision of the Country Finance Manager, the role involves checking, executing, consolidating, and reporting on financial and non-financial data in the country, with a specific emphasis on ensuring stability and transparency in overall country finances. This is vital to compliance with SNV’s corporate financial guidelines, procedures, donor requirements, and accounting and reporting regulations. The Deputy Country Finance Manager plays a key role in advancing the accounting and financial functions within SNV Netherlands Development Organisation.
Job Description
Financial Advice and Information
- Provides financial data, analyses, and advice to internal and external stakeholders, contributing to decision-making processes.
- Balances country interests, relevant regulations, corporate standards, and guidelines while considering project setups with different donors.
- Responds to inquiries related to financial administration and data, aligning responses with corporate procedures.
- Contributes to country finance procedures, guidelines, and finance strategy by providing feedback and proposing changes.
- Liaises with Auditors, and Statutory agencies on financial matters.
- Accurately maintains financial data and prepares monthly, quarterly, and annual reports.
Financial Accounting and Administration
- Executes, checks, and consolidates activities to ensure complete and correct allocation of costs and time.
- Aligns internal and external reporting with financial regulations, SNV financial standards, guidelines, and donor requirements.
- Assists in the management of intercompany projects.
- Timely updates financial systems, maintains General ledgers, Trial Balance, Balance sheet, P&L, and financial analytical reports.
- Manages the Year-end financial closing, External & Internal audits, Financial data reviews (YEC, MEC) and URA audits.
Financial Planning and Control
- Supports budget holders in complying with internal and external procedures, SNV and donor guidelines for financial administration.
- Executes or supports in the execution of financial activities within the country, including the annual budgeting process, periodic forecasting, and monitoring.
- Ensures consistent compliance of country programs and projects with donor regulations, internal SNV procedures, and guidelines for all financial and related activities.
Reporting
- Generates financial management reports and analyses, offering insights into the overall financial status of the country and projects.
- Provides valuable input to both internal and external stakeholders, including donors, ensuring the safeguarding of financial performance and profitability.
- Estimates financial risks and takes necessary precautions. Ensures accurate and comprehensive reporting to donors within agreed timelines, aligning with donor and SNV financial guidelines.
Business Development
- Assists in development of budgets in proposals up to budget value of the Assists in developing budgets for proposals, taking a leading or supporting role in the financial aspects of proposals from initiation to submission. This includes developing, reviewing, and refining budgets in accordance with the full cost recovery policy, donor requirements, and Finance, Human Resources, and Business Development policies and procedures.
- Supports the registration of financial data in various information systems.
- Assists in capacity building for new implementation partners in sub-grant management.
People Management (if applicable)
- Guides, develops, coaches, and motivates finance employees to achieve departmental objectives.
Qualifications
A Master’s degree in finance, accounting and proven experience 8 years in finance management. Proven track record with over 8 years in leadership positions. Experience of donor compliance, taxation and organisational risk management. High integrity and openness combined with commitment to good governance. Willingness to travel to regional offices.
