About KALRO

In implementing the second medium-term plan, the Kenya government reformed the national agricultural research system by creating the Kenya Agricultural and Livestock Research Organization (KALRO) as a body corporate under the KALRO Act of 2013. This is aimed at restructuring agricultural and livestock research into a dynamic, innovative, responsive, and well-coordinated system driven by a common vision and goal.

Through its institutional framework, KALRO encourages, streamlines, coordinates, and regulates crop, livestock, genetic resources, and biotechnology research in Kenya. In addition, it promotes equitable access to research information, resources, and technology and promotes the application of research findings and technology in the field of agriculture. KALRO constitute 17 research institutes strategically located throughout the country to undertake its mandate. The ICSIAPL project is domiciled at KALRO Kiboko Institute. About the ICSIAPL project

SNV Kenya and Kenya Agriculture and Livestock Research Organisation (KALRO) in collaboration with County Governments - are implementing the Integrated & Climate Smart Innovations for Agro-Pastoralists Economies and Landscapes Kenya’s ASAL project (ICSIAPL). The project is implemented under the EU’s Development Smart Innovation through Research in Agriculture (DeSIRA) action. The project’s lifetime is from 1st January 2021 – 30th June 2024. The project works in the Counties of Narok, Kajiado, and Taita Taveta and is funded by the European Union and the Ministry of Foreign Affairs of the Kingdom of Netherlands through the Embassy of the Kingdom of the Netherlands in Nairobi.

The project applies research toward building more resilient and market-based solutions for improved forage production and livestock husbandry through climate-smart innovations and integrated landscape management. The overall objective of the project is to enhance the livelihoods of agro-pastoralist communities through improved forage production and livestock husbandry, building on the commercialization of climate-smart innovations and integrated landscape management in the three counties.

The project has defined three interrelated strategic outcomes, which are aligned to the three 3 main pillars of the EU’s DeSIRA initiative:

The research applied and commercialized: increased resilience of agro-pastoralists and SMEs against climate shocks by the adoption of technology and upscaling of appropriate grazing and feeding innovations.

Capacities strengthened, and coordination realized: capacity of county governments and other stakeholders improved in planning, implementation, and coordination of integrated landscape and grazing management and drought-resilient livestock feeding strategies.

Policies applied, and strategies developed: county governments are better able to domesticate national policies and develop local strategies/frameworks for drought-resilient livestock sector development.

Project Impact

The ICSIAPL project aims to build resilience among 10,000 agro-pastoralist of whom 50% will be women and youth. Through dissemination of innovations, increased incomes from investment in forage production. The expected income increase is 20% while the drivers of the investments are 150 SMEs investing in forage and livestock production. In addition, the project aims to rehabilitate degraded rangeland landscapes working closely with WRUAs to protect water sources.

Job Description

Monitoring, Evaluation and learning needs for ICSIAPL

ICSIAPL is in its third year of implementation and has been granted a six-month extension till 30 June 2024. Substantial data has been collected and learnings documented. These data relate to agro-pastoralists reached, SMEs participating, productivity and capacity development at counties. The final year will require the project to measure income, jobs created and level of resilience building against climate shocks. The endline evaluation will be an important M&E activity in the final phase of the project.

Overall, we are seeking to recruit on an interim basis an experienced, self-driven, result oriented and committed monitoring, evaluation and learning professional to fill the available vacancy of ME&L Officer.

Principle duties and responsibilities

The Interim ME&L Officer will be responsible for ensuring quality implementation of the ICSIAPL project’s  ME&L framework, development of data collection tools, data management and analysis, learning questions and documentation of success stories.

Additionally, the ME&L officer will be responsible for:

Data management

Keep oversight of the LogAlto and IATI M&E data management, ensuring the following happens

  • Overall responsible for data quality management
  • Liaise with the technical staff at counties, KALRO and SNV to develop appropriate data collection, measurable results and tracking of indicators.
  • Conduct data verification and validation exercises
  • Conduct annual survey 2023 to collect impact level data and analyse appropriate result
  • Continuously collect and profile data related to beneficiary profiles
  • Conduct routine physical monitoring visits to assess the quality of activity implementation, milestones and indicator results reported.
  • Support the SMEs, cooperatives and ranches  with monitoring, evaluation and learning processes
  • Contribute to the overall project learning agenda through  collection of evidence and knowledge products
  • Organise the knowledge agenda, and coordinate with the different parties involved.
  • Work with communications officer in the production  of knowledge materials
  • Facilitate periodic project reviews and learning forums and ensure proper documentations of findings and learnings.

Reporting

  • Take a lead in developing workplans, data aggregation and reporting as required by the donor.
  • Take lead in analysis and interpreting data to inform project implementation.
  • The ME&L Officer will liaise on a regular basis with project management and partners on project progress, approach, and processes.
  • S/he will participate in project management team meetings, staff meetings and other relevant project activities and events.

Qualifications

  • A bachelor's or master's degree in a relevant field such as international development, economics, statistics, social sciences, public administration, or a related field.
  • At least 5 years relevant work experience in monitoring and evaluation, project management, or a related field.
  • Strong analytical skills to interpret data and provide insights into program performance.
  • Ability to conduct research and gather information to assess program effectiveness.
  • Proficiency in data management and analysis using tools such as Microsoft Excel, statistical software, and database management systems.
  • Knowledge of different monitoring and evaluation methods, tools, and frameworks.
  • Strong written and verbal communication skills to effectively convey findings and recommendations to various stakeholders.
  • Familiarity with project management principles and the ability to work within project timelines.
  • Ability to work collaboratively with diverse teams and stakeholders.
  • Flexibility and adaptability to work in dynamic environments and adjust to changing priorities.
  • Knowledge   of specific technical areas in agriculture may be beneficial.
  • Familiarity with M&E tools and software commonly used in the field.
  • Relevant certifications in monitoring and evaluation required.

Duty station

This is a full-time position based at the SNV office in Nairobi and has a fixed term of 6 months.

The ME&L Officer will report directly to the Project Manager ICSIAPL
