Kenya Off-Grid Solar Access Project (KOSAP)

The Government of Kenya (GoK) seeks to close the access gap by providing electricity and clean cooking services to remote, low density, and traditionally underserved areas of the country. The GoK intends to use US$150 million, in Kenya Shillings equivalent, of financing from the World Bank to deliver the Kenya Off-Grid Solar Access Project (KOSAP). The Ministry of Energy (MOEP), Kenya Power and Lighting (KPLC) and the Rural Electrification and Renewable Energy Corporation (REREC) will implement the project in 4 components:

  1. US$78M: Mini grids for Community Facilities, Enterprises, and Households
  2. US$15.7M: Stand-alone Solar Systems and Clean Cooking Solutions for Households
  3. US$21.3M: Stand-alone Solar Systems and Solar Water Pumps for Community Facilities
  4. US$35M: Implementation Support and Capacity Building

SNV is the Facilities Manager (KFM) for Component 2, which consists of two sub-components that is, sub-component 2A for Solar Service Providers (SSPs) and 2B, which is a challenge and Results Based Financing (RBF) fund for Clean Cookstoves Service Providers. SNV manages the RBF fund in sub-components 2A and 2B, the activities of Component 2 are aimed at increasing access to modern energy services in remote, low density, and traditionally underserved territories of the country. The implementation period for the project started in November 23, 2018, and will end on May 31st, 2025.

Job Description

  • The CCS RBF Facility Analyst will  provide implementation support by gathering and maintaining data and information and applying analytical skills and thinking to assist the project team in interpreting the analytics in order to enhance performance of the project.
  • The CCS RBF Analyst will maintain the Facility’s documentation, implement stakeholder engagement strategies, manage and maintain the KOSAP CCS RBF Facility databases, and support the KOSAP Facilities team in maintaining a robust RBF implementation ecosystem,
  • The anlayst will including collaboratively engage with the Ministry of Energy, KOSAP Consultants, participating Clean Cooking companies, and other relevant stakeholders.

Roles and Responsibilities

The KOSAP CCS RBF  Facility Implementation Support

  • Preparation and updating of the CCS RBF Facility implementation manual and other Facility documents
  • Manage dissemination of information to potential CCS RBF applicants.
  • Receive and safely store all KOSAP CCS RBF applications for funding.
  • Review and scoring anaysis of CCS RBF proposals for funding
  • Conduct due diligence on all qualified Clean Cooking RBF applicants.
  • Support contract documentation process for funding rounds
  • Ongoing monitoring of awardee performance and initiation of non-performance protocols where necessary.

KOSAP CCS RBF Stakeholder Engagement

  • Maintain updated database of all relevant stakeholders, stakeholders, with roles and full contact information
  • Timely handling (acknowledgement and dispatch), of all stakeholder communication
  • Participate in content development and attendance, document and submit minutes of every stakeholder meeting/event during project implementation:
  • Effectively lead the planning and logistical organization of stakeholder meetings and events:
  • Support and participate in other KOSAP Facilities’ stakeholder engagement activities
  • Collaborate directly with KOSAP County Renewable Energy Officers (CREOs) to achieve optimal support to Recipients.

Management and Maintenance of the KOSAP Repository

  • Receiving, retrieving, aggregating and managing of awardee operational data on a monthly basis. 
  • Guide Recipients on quality reporting. 
  • Monthly tracking of CCS RBF Facility performance and milestones for all Recipients: Bi-monthly/quarterly meetings
  • Effective collaboration with independent verification agent and preparation of verification packages for the Independent Verification Agent
  • Producing reports on targets vs. achievements on a monthly basis, and preparation of monthly CCS RBF Reports
  • Analysis for utilization of funds

KOSAP ecosystem support

  • Liaise with other energy teams for successful implementation of KOSAP.
  • Support to other projects or additional tasks in the energy sector when called upon.
  • Research and profile potential partners collaborators, and their projects
  • Active team-work and deliberate promotion of team spirit with other KOSAP Facilities team members.
  • Liaison with SNV energy group and other SNV organization members

  2. Dispatched information packages, FAQs and other relevant request to potential applicants.
  3. Safe and well documented custody of all applications.
  4. All KOSAP CCS RBF proposals analyzed and scored.
  5. Data from various funding  analyzed, with comments and matters arising.
  6. Due diligence for all qualified companies completed and documented.
  7. Recipient contracts ready for execution
  8. Timely quarterly completion of claims data analysis for to the IVA.
  9. Monthly Recipients’ performance analysis.
  10. KOSAP CCS RBF Facility Stakeholder Engagement
  11. Up to date, structured and informative database of stakeholders.
  12. Acknowledgement and response to stakeholder communications within two working days.
  13. Acknowledgement of stakeholder grievances within two working days.
  14. Submit minutes of stakeholder meetings/events attended within one working day.
  15. Arrange field visits to KOSAP counties.
  16. Management and Maintenance of the KOSAP CCS RBF Facility Databases
  17. Monthly Recipient data analysis
  18. Plan at least one meeting per Recipient per quarter and reports submitted.
  19. Monthly sales and supply chain milestones report for each Recipient.
  20. Variance analysis between achievements and targets on a monthly basis.
  21. First draft of monthly technical report ready by the 5th day of every month.
  22. Supportive CCS RBF Facility Implementation Ecosystem
  23. Attendance of meetings with MOE and KOSAP Consultants as may be necessary.
  24. At least one progress update meeting per quarter with each of the KOSAP CREOs.
  25. Attend and contribute effectively to KOSAP Facilities team meetings.
  26. Visible participation in SNV energy group and SNV organization meetings and events.

Key Milestones

Meeting KOSAP CCS RBF Facility milestones and key performance indicators, specifically the attainment of the sales target of  60,000 units, employment and gender metrics.

Qualifications

  • Education: Relevant degree e.g., economics, statistics, marketing, business.
  • Specialized knowledge: renewable energy technologies, preferably clean cooking solutions.
  • Skills: Strong analytical skills, writing skills.
  • Abilities: Problem solving, attention to detail, time management.
  • Other characteristics such as personal characteristics: Outgoing, interactive/collaborative.
  • Professional Certification: Membership in professional and sector associations.
  • Experience: Minimum 3 years’ work experience.
