Job Description
SWaSSH4A Project Background
The Sustainable Water Supply, Sanitation and Hygiene for All (SWaSSH4A) is a project that is being implemented by SNV in Uganda in partnership with Austrian Development Agency (ADA) and the four local governments of Alebtong, Dokolo, Kole and Lira districts. The project contributes to attainment of NDP III of ‘increased household incomes and improved quality of life of Ugandans’. Specifically, the SWaSSH4A project will contribute to sustainable access to inclusive, climate resilient and safe water supply, sanitation, and hygiene services in the rural areas of the 4 targeted districts of Alebtong, Dokolo, Kole and Lira ( 34 sub-counties) with a population of 997,800.
Expected impact: The project Contributes to sustainable reduction of poverty, vulnerability, and inequality in the four project districts.
Outcome: Increased Sustainable Access to Inclusive, Climate Resilient and Safe WASH Services in the rural areas of Alebtong, Dokolo, Kole and Lira districts
The project has six result areas below:
- Strengthened Inclusive WASH Governance; around Gender, Equity and Social Inclusion (GESI).
- Improved operation and maintenance of water supply services
- Improved quality and pace of rehabilitation of water points in rural areas
- Increased availability of affordable and durable sanitation products and services
- Increased outreach and quality of sanitation and hygiene behavioural change interventions
- Improved coordination, learning and documentation.
Job Description
SNV is seeking to recruit the services of Monitoring and Evaluation Officer. The major responsibilities of this position are:
Monitoring, Evaluation & Quality Assurance
- The M&E Officer provides technical insights and advisory services on Monitoring, Evaluation and Learning products and interventions to the project team.
- Reviewing/preparing M & E plan, including Results Framework
- Providing support/advise on baseline study.
- Implementing the Results Framework (monitoring of results)
- Identifying opportunities and areas for improvement, to ensure quality delivery.
- Ensuring the review process and evaluation of the interventions in the project to collect lessons learned, proposes possible corrective measures.
- Preparing M & E Tools to track project progress ( including household latrines constructed).
- Responsible for the supervision, monitoring, and reporting on the implementation of project activities in the four project districts.
- Providing support to extension workers and implementing partners to ensure delivery of project assignments / results meets SNV requirements in terms of scope, quality, and timeliness of delivery.
- Supervising data collection in the field (online and analogy), carried data quality checks and analysis of collected data.
- Reviewing the project log frame and prepare the indicators and targets for each result area.
Knowledge Development and Networking
- Facilitating learning and knowledge development on best practices within the WASH sector.
- Supporting documentation of case studies, best practices, and emerging models from SNV practice.
- Participating in internal and external learning and networking events relevant to the WASH sector’s programmes.
- Effective participation and contribution in the SNV country WASH sector group discussions.
- Ensuring that project progress reports (Donor reports) and other activities reports are prepared; to the quality that conforms to the donor reporting requirements (in terms of time and quality standards.
Internal/ external communication & process improvements
- Informing and being informed about the development / changes in the project, is consistent responsive to the client community and pro-active and confident in engaging with external stakeholders (government, NGOs, private sector, or other relevant stakeholders).
- Assessing service delivery quality and adapts service processes, to increase efficiency.
Qualifications
- A University degree in any of the following disciplines: Statistics, Economics, Social sciences (development studies, Social Work and Social Administration), Business Administration, Public Health, engineering, etc.
- Post graduate training in Monitoring and Evaluation from accredited training institution will be an added advantage.
- Ability to use GIS application to produce maps.
- A minimum of minimum year of relevant working experience in Water/ Sanitation/Hygiene programming with a reputable organisation (NGO- national or international).
- Proven technical and management expertise in terms of WASH project assessments, design, implementation, reporting, monitoring and evaluation and stakeholder engagement.
- Ability to multitask, strong attention to detail; ability to work independently; strong analytical, communication and report writing skills.
- Experience in coordinating a range of diverse actors and activities to achieve a common programming objective under the WASH sector.
- Strong communicator with the requisite interpersonal and negotiation skills to work with persons of various cultural and educational backgrounds.
- Familiarity and proficiency in MS Word, Excel, PPT, GIS, etc.
- Ability to work in multi-cultural environment and willingness to learn basic words in the local indigenous language.
Additional requirements:
- Good report writing skills with proven ability to compile case studies, practice, and policy briefs and (other) documents for learning and sharing.
- Good skills in data base management including data analysis.
- Computer skills and software applications (email, word processing, spreadsheets, statistical programs-SPSS, Strata, Excel-Pivot Tables, etc).
- Skills in teamwork, facilitation, and training.
- Sensitive and committed to gender equity and diversity.
Additional Information
Duration of contract: This is a national contract with a 1 year initial contract term with possibility of extension, depending on funding availability.
