Job Description
PRIMARY RESPONSIBILITES
- To lead the Procurement Function for all of the Company’s Operations within Francophone Africa using an efficient and consistent application of category and supplier management policy in order to guarantee the quality of goods/services provided at the optimal cost.
- Provide leadership and expertise in establishing, managing and continuously developing a passionate & high performing local procurement team; Ensure compliance in procurement & supply chain and real estate.
SPECIFIC RESPONSIBILITES
- Support the integration of Global and Regional procurement strategies
- Identify, scope and implement Sub-Regional procurement strategy and policies for Francophone Africa
- Ensuring, direct and expedite implementation of the Company’s Group procurement initiatives, plans and policies.
- Ensure strategic synergy of Regional and local procurement programs and Group strategic focus.
- Liaise with Business Units to ensure consolidation of stock and procurement.
- Lead in the tendering process within the Company’s Francophone Africa Operations in:
- Ivory Coast, Morocco. Algeria, Tunisia, , Cameroon, Mali, Senegal, Guinea Conakry, Burkina Faso, Congo, Gabon, CAR, Madagascar, Mauritius)
- Negotiation of contract terms and conditions with vendors and preparation of Contracts documents
- Periodic review of goods and service contract when necessary.
- Preparation and submission of periodic procurement reports to management.
- Liaising with regulatory bodies to obtain import and custom clearance documentations required.
- Liaising with clearing agents for clearing of samples and goods;
- Work with Managers to determine and strategically measure stocks and inventories within the Companies operational sites
- Liaising with the Laboratories and other subsidiaries to ensure good procurement and inventory records keeping.
- Ensure Compliance with the Group’s Procurement policy and procedure and submit report to Regional Financial Controller.
LEADERSHIP
- Effectively collaborate with, and involve relevant internal stakeholders (global procurement, finance, business, operations, etc.).
- Efficient allocation of tasks to teams members.
- In conjunction with the country leadership teams, review and influence the implementation of effective procurement teams across the region.
- In conjunction with the country leadership teams, put in place and review the sucession planning for the procurement organisation across the region.
- Periodic appraisal of the teams performances according to group timelines.
- Plan and execute the leave plan for the procurement team.
- Identify all internal and external training to fill competencies gaps identified within Procurement Team.
Controls And Compliance
- Timesouly management of all audit findings relating to Procurement area.
- Play a key role during all audit/certification review e.g. ISO certification.
- Be the custodian of the enforcement of the group procurement policy.
- Ensure compliance at all times in global policies such as: Procurement benefit handbook, reporting, delegation of authorities, etc.
Qualifications
- A minimum of Bachelor's degree in supply chain management, economics, finance, operations, engineering or a related area.
- Wide ERP systems and P2P applications, an advantage.
- A member of an internationally recognised Procurement / Logistics related Professional Association.
- At least 8 years of senior supply management, operational management experience, or experience in the primary service delivery of the organization.
- French and English professional efficiency.
- Able to coordinate and motivate.
- Good communication and interpersonal skills.
- Able to build trust, respect and confidentiality.
- Acts quickly and decisively; able to make tough calls.
