Job Description

Based in China, this role has regional responsibility for HSE across APAC, supporting multiple sites and business areas.

The Regional Health, Safety & Environmental (HSE) Manager – APAC is the regional representative of the Global HSE function and a strategic business partner to Regional Leadership Teams, Business Areas and local operations. The role supports the implementation of Rotork's Global HSE strategy, governance framework and standards across the region, ensuring HSE is integrated into business decision-making and operational activities. 
The role provides governance, assurance and expert support on occupational safety, process safety, environmental protection and critical risk management, while driving collaboration, best-practice sharing and continuous improvement to enhance HSE performance, compliance and organisational resilience.

What you’ll be doing

Strategic Business Partnering & Leadership 

  • Act as the primary HSE business partner to APAC Regional Leadership Teams, Business Areas and operational leaders, providing risk-based advice and support.
  • Support the implementation of Rotork's global HSE strategy, objectives and governance framework across the region.
  • Coach, challenge and influence leaders to strengthen accountability for HSE performance, critical risk management and continuous improvement.
  • Ensure HSE considerations are integrated into business planning, operational excellence, organisational change and growth activities.

Governance & Standards  

  • Support the Global Head of HSE in maintaining effective HSE governance across the region.
  • Coordinate the implementation of global HSE standards, policies, management systems and reporting requirements.
  • Monitor compliance with corporate requirements, relevant legislation and ISO 45001/14001/ 50001 standards, supporting corrective actions where required.
  • Support the review and communication of international and regional regulatory requirements. 

Critical Risk Management 

  • Provide regional oversight of critical risks and critical control management processes.
  • Ensure occupational safety, process safety and environmental risks are identified, assessed and effectively controlled.
  • Verify the effectiveness of critical controls and support operational teams in implementing risk reduction strategies.
  • Promote industry best practice and risk-based decision-making across the region. 

Assurance, Reporting & Continuous Improvement

  • Conduct and support second-party HSE audits, reviews and assurance activities across the region.
  • Monitor regional HSE performance and governance effectiveness through site HSE engagements, audits, inspections and data analysis activities.
  • Support global and regional reporting processes, ensuring compliance with corporate reporting standards.
  • Identify systemic trends, emerging risks and opportunities for improvement and communicate findings to leadership teams.
  • Support the monitoring of country HSE performance and governance maturity. 

Technical Expertise & Operational Support 

  • Provide expert support to Business Area HSE representatives, local HSE professionals and operational leaders.
  • Support incident investigations, including high-potential and high-consequence events.
  • Provide guidance on regulatory requirements, industry standards and HSE best practices.
  • Facilitate regional HSE networks and communities of practice, encouraging collaboration, knowledge sharing and consistency across countries and businesses.
  • Liaise with regulators, customers and other external stakeholders where required.
  • Support the implementation and optimisation of HSE systems, tools and digital solutions. 

Collaboration & Best Practice 

  • Facilitate regional HSE networks and communities of practice to promote collaboration, consistency and knowledge sharing across Business Areas and countries.
  • Drive the sharing of lessons learned, industry best practice and emerging risks to support continuous improvement.
  • Build effective relationships between Global HSE, Regional Leadership Teams, Business Areas and local operations to support the delivery of HSE objectives.
  • Support alignment of regional priorities and improvement initiatives with Rotork's global HSE strategy and standards. 

What you’ll bring

Experience & capability

  • Significant HSE leadership (5+ years) experience within complex multinational organisations, supporting manufacturing and field-service operations across multiple countries. 

  • Experience partnering with business leaders and HSE professionals to drive HSE performance, manage risk and implement governance frameworks. 

  • Experience within high-risk industries such as engineering, manufacturing, energy, oil & gas, power generation, chemicals, construction or other high-hazard environments. 

  • Strong knowledge of occupational safety, process safety and critical risk management, including critical control implementation and assurance. 

  • Experience developing, implementing and improving ISO 45001 and ISO 14001 management systems, supported by audit and assurance experience. 

  • Good understanding of international HSE legislation, regulatory requirements and industry standards across the APAC region. 

  • Experience leading incident investigations and applying root cause analysis techniques for significant and high-potential events. 

  • Experience using HSE reporting systems, performance data and digital tools to support decision-making and continuous improvement.

Qualifications

  • Bachelor's degree in a relevant discipline desirable. 
  • Relevant qualification in health, safety or environmental management (or equivalent experience)
  • NEBOSH Diploma or equivalent preferred
  • Environmental professional qualification desirable.
