Job Description

  • Plan and oversee Acquisition Governance activities supporting the Component Acquisition Executive, Senior Procurement Executive, and the Executive Secretariat.
  • Conduct thorough quality reviews to ensure completeness and accuracy of Acquisition Governance process documentation. Provide guidance and feedback to address any weaknesses or gaps identified.
  • Review and evaluate current acquisition governance processes and regularly propose innovative and efficient methods to enhance NGA's acquisition processes.
  • Document, monitor, manage, and maintain all acquisition documentation, including acquisition documentation lists, acquisition policies and instructions, standard operating procedures (SOPs), process flows, training materials, and historical documentation.
  • Manage assigned program and/or contract procurement efforts, assisting PMOs in preparing for acquisition and procurement activities, including developing necessary acquisition documentation, establishing and managing program and contract schedules, identifying and addressing program and procurement issues, and reporting readiness status.
  • Train and support NGA acquisition teams throughout the acquisition governance process. This involves documenting meeting minutes, tracking action items, and serving as a technical expert to ensure NGA Acquisitions align with mission objectives.
  • Collect, document, and provide feedback on lessons learned throughout the acquisition process, implementing an effective process for reporting metrics.
  • Maintain Acquisition Governance calendars, coordinating with PM, OCS, and DCQ. Publish 3-month calendars and weekly updates on 24-month ACB and CRB future requirements.
  • Handle working group and board meeting logistics, including scheduling, calendar management, and preparing conference rooms.
  • Prepare and deliver read-ahead materials for ACQWG, ACB, and CRB executives.
  • Develop and maintain records of events, including notes, minutes, and actions for ACQWG, ACB, and CRB.
  • Create and update acquisition governance new employee orientation books and reference materials.
  • Ensure correctness and currency of data in the CAE and Acquisition Governance databases, workbooks, SharePoint sites, and websites.
  • Lead data and information gathering to capture and document acquisition processes.
  • Conduct research, provide recommendations, identify process improvement opportunities, and contribute to the Component Acquisition Executive's Acquisition Workforce (AWF) Team planning efforts.
  • Lead project activities as required.
  • Utilize existing acquisition expertise and collaborate with subject matter experts to capture and develop organizational process assets in various formats (MS Word documents, PowerPoint presentations, etc.) as directed by the government.
  • Integrate materials into the NGA Learning Management System, following government-defined workflows.
  • Ensure proper documentation, monitoring, management, and maintenance of assigned acquisition documentation, workflows, acquisition policies and instructions, SOPs, training materials, and all necessary historical documentation and official record-keeping.
  • Perform other duties related to the Acquisition Workforce (AWF) as directed.

 

Qualifications

  • Bachelor's Degree in Business Management or equivalent work experience.
  • Minimum of 2 years of experience in program management and acquisition processes within the Department of Defense (DoD) or Intelligence Community (IC).
  • Minimum of 2 years of experience in developing acquisition and procurement documentation, such as acquisition strategies, acquisition plans, RFPs, source selection plans, or other necessary acquisition documentation.
  • Minimum of 2 years of experience in executing government acquisitions and/or providing acquisition-specific support. This includes preparing or responding to acquisition and procurement elements, such as acquisition strategies, acquisition plans, RFIs/RFPs, source selection plans, and other documentation throughout the acquisition life cycle.
  • Minimum of 1 year of experience in identifying acquisition challenges, issues, or capability gaps at the agency level and proposing alternative solutions.
  • Strong communication and interpersonal skills, with the ability to collaborate effectively with others.
  • Well-organized and efficient in managing time, with the ability to distill complex information into easily understandable content.
