The OECD has earned a leading role in international tax issues. The Centre for Tax Policy and Administration (CTPA) is the focal point for the OECD’s work on all taxation issues, both international and domestic, and it works to advance the Strategic Orientations of the Secretary-General, ensuring impact of the OECD tax work in the international governance architecture. The CTPA collaborates with other parts of the Organisation on issues such as the digitalisation of the global economy, tax and climate change, tax and inclusive growth, and the impact of taxation on labour markets and several other multidisciplinary projects. The CTPA also provides the analytical support to the OECD’s Committee on Fiscal Affairs, which consists of senior tax policy and administration officials from OECD countries, Associate and Partner countries and other international and regional tax organisations. It supports the work of the Inclusive Framework on Base Erosion and Profit Shifting (BEPS), with more than 140 member countries and jurisdictions, and the Inclusive Forum on Carbon Mitigation Approaches.  It also has a comprehensive outreach and capacity building programme supporting the development of tax systems in developing countries. Through its work, the CTPA enhances the OECD’s global role in standard-setting, building knowledge, communicating with the world and interacting with governments and stakeholders from around the world to inform and influence policy making in the tax area.

CTPA is looking for one or more Junior Adviser(s) for the Global Relations and Development (GRD) Division. The successful candidates will contribute to the OECD’s work supporting developing countries in developing effective tax systems to support the realisation of the Sustainable Development Goals (SDGs).

The selected candidate(s) will report to one of the Senior policy analysts/advisers in the Global Relations and Development Division.

The vacancy is open to nationals of countries and jurisdictions participating in the Inclusive Framework on BEPS (see link for full list of members).

Job Description

Main Responsibilities

Research, analysis and drafting

  • Support the development of new research and analysis on the needs of developing countries and existing best practices in one or more of the areas of: international tax (including, but not limited to, transfer pricing, Base Erosion and Profit Shifting (BEPS), and the Two Pillar Solution to Address the Tax Challenges Arising from the Digitalisation of the Economy), and the role of tax in realising the sustainable development goals (SDGs).
  • Contribute to drafting of guidance and development of training on the above-mentioned topics for developing countries.
  • Support the monitoring and evaluation of the support to developing countries, including through statistics analysis.
  • Undertake research and analysis and coordinate input from other CTPA Divisions, as well as other OECD Directorates as required, to prepare substantive documents, policy briefs, background papers, press releases, presentations and other documents related to the work of the OECD on Tax and Development and on international taxation issues more broadly.

Technical and Implementation Support

  • Support the design, planning and delivery of multilateral and bilateral outreach and technical assistance programmes for  developing countries in one or more of the areas of: international tax (including, but not limited to, transfer pricing, Base Erosion and Profit Shifting (BEPS), and the Two Pillar Solution to Address the Tax Challenges Arising from the Digitalisation of the Economy), and the role of tax in realising the sustainable development goals (SDGs).

Liaison and communication

  • Liaise with and work in close collaboration with developing country governments, including delegates to the Inclusive Framework on BEPS, but also delegates from national authorities, academia and research institutes, the private sector, and other international and regional organisations.
  • Present and promote the OECD’s work in the above areas externally through participation in meetings, conferences, workshops and seminars.
  • Undertake missions as required.

Other duties

  • Undertake other tasks and contribute to other work of CTPA more generally as required.

Qualifications

Ideal Candidate profile

Academic Background

  • An advanced university degree, or equivalent, in law, economics or other relevant disciplines (e.g. social sciences), preferably with a specialisation in taxation and/or taxation policy.

Professional background

  • At least two years’ experience in public policy development, international tax law or administration.
  • Strong analytical and excellent drafting skills.
  • Experience in designing and carrying out research on country’s tax systems and developing capacity-building programmes for developing countries.
  • Experience in liaising with and between government and other stakeholders (e.g. business, civil society), ideally in the domain of international tax issues.

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.
  • Knowledge of other languages, including Arabic, Spanish, Portuguese, Russian and Ukrainian would be an asset.

Contract Duration

  • Eighteen months fixed term appointment, with the possibility of renewal.

Salary Information

  • Please note that the appointment may be made at one grade lower in the specified job family, based on the qualifications and professional experience of the selected applicant.

Selection Process

For retained candidates, written tests/video-recorded interviews are foreseen early January 2025 and panel interviews are planned for February 2025.

Please note that our Rules and Regulations stipulate that the mandatory retirement age is 67.
