Job Description

This is a hybrid role in Perrysburg, Ohio. 

The Payroll & HR Operations Leader provides strategic and operational leadership for Payroll and HR Operations across the North America country group. This role is responsible for the day-to-day management, execution, and continuous improvement of HR operations, systems, and processes including payroll.  Acting as a subject matter expert and escalation point, the role partners closely with the HR Business Partners, HRIS, and external providers to drive operational excellence, workforce engagement, compliance, and continuous improvement.

Responsibilities: 

HR & Payroll Operations Leadership

  • Lead, coach, and develop a team of Payroll and HR Operations professionals supporting manufacturing facilities across the U.S. and Canada including Corporate functions.
  • Direct and manage end‑to‑end payroll operations, ensuring accurate and timely processing of:
    • Salaried and hourly payrolls
    • Union and contract payrolls
    • Shadow payroll
    • Expatriate pay
    • Executive compensation
    • Canadian payroll
  • Oversee multiple pay cycles (weekly, bi‑weekly, semi‑monthly, monthly) and ensure all payroll deadlines and payment requirements are met.
  • Serve as the senior payroll subject matter expert, providing escalation support for complex payroll, taxation, labor, and system issues.
  • Ensure compliance with company pay policies, GAAP, and all federal, state, provincial, and tax regulations.

Compliance, Governance & Controls

  • Provide expert guidance on payroll law, taxation, labor regulations, and accounting principles.
  • Oversee U.S. and Canada year‑end processing, ensuring accurate and timely completion (W‑2s, T4/RL1s)
  • Develop, document, implement, and routinely review payroll and HR operational controls, procedures, and quality assurance measures.
  • Approve and release manual and off‑cycle payroll payments.
  • Ensure payroll systems, inbound/outbound interfaces, earning/deduction codes, and GL mappings are properly configured and maintained.
  • Oversee vendor and invoice management (e.g., Ceridian), ensuring accuracy and proper cost allocation.

HR Operations

  • Lead HR operations for AMN country group, ensuring accurate and timely processing of employee lifecycle events such as hires, transfers, promotions, leaves, terminations, and organizational changes.
  • Oversee the management and prioritization of the relationship with GBS to ensure accuracy, efficiency and timeliness of tickets.
  • Define and execute the systems and processes needed for employee experience technology strategy and the short- and long-term HR roadmap to attract, hire, develop, and grow talent.
  • Identify opportunities to improve responsiveness and efficiency between HR and GBS.
  • Maintain consistency, accuracy, and standardization across HR processes and practices.

HR Systems & Dayforce

 

  • Oversee daily support, maintenance, and optimization of Dayforce and related HR systems.
  • Partner with the HRIS Analyst to manage system updates, testing, implementations, and ongoing enhancements.
  • Identify opportunities to maximize system capabilities and reduce reliance on manual processes.
  • Act as a liaison between HR, IT, and system stakeholders to ensure alignment and effective communication.

Documentation, Policies & Process Improvement

  • Lead the development, organization, and maintenance of HR documentation, including SOPs, process maps, and templates.
  • Ensure documentation is current, accurate, and aligned with actual workflows.
  • Support the review and update of HR policies in partnership with key stakeholders.
  • Evaluate existing processes to identify inefficiencies and recommend improvements.
  • Drive initiatives focused on operational excellence, compliance, and enhanced employee experience.
  • Guide organization through transformational shifts, moving HR technology from operational delivery to strategic solutions that enable differentiation and operational excellence.

Team Leadership & Execution

  • Contributing member of the AMN Human Resource team
  • Lead, coach, and develop the Payroll Leader, HRIS Analyst and HR Operations Analyst.
  • Assign and prioritize team workloads to ensure timely and accurate completion of tasks
  • Monitor performance and provide ongoing feedback and development support
  • Serve as the escalation point for complex operational issues
  • Identify resource gaps and opportunities to improve team effectiveness and efficiency

 

Qualifications

  • Bachelor’s degree in Human Resources, Finance, Information Systems or related field
  • 10+ years of progressive experience in payroll and/or HR operations leadership
  • Experience supporting multiple manufacturing or plant locations
  • Strong knowledge of payroll compliance, taxation, and labor regulations
  • Experience with process improvement, documentation, and project execution
  • Advanced Excel and integrated payroll system proficiency
  • Strong organizational, analytical, and problem‑solving skills
  • Effective written and verbal communication skills
  • Certified Payroll Professional (CPP) preferred

Additional Information

Salary Range: 

The salary range for this position will be between $130,000- $150,000 with a 15% STI. Actual pay will be adjusted based upon candidate experience and other job-related factors permitted by law.
