Nazarbayev University School of Medicine, established in 2015, is being developed in partnership with the University Of Pittsburgh School of Medicine and offers a US-style curriculum taught in English. NUSOM’s mission is to educate a new generation of clinically skilled and research-focused physicians prepared for leadership positions in research, education, and clinical care to improve the health of individuals in Kazakhstan, Central Asia, and around the world.
Job Description
Participation in the development of HR policy and strategy of the School;
Implement HR policies (workplace, hiring, employee safety and wellbeing, discipline policies) and ensure they are followed throughout the School;
Provide recommendations on policy changes to the central HR office
Participation in the development of internal regulatory documents of the School on HR matters;
Staffing the School with highly qualified personnel of the required specialties and qualifications;
Advertising information about available vacancies;
Participation in the selection, recruitment, and attraction of the School's academic and administrative staff, coordination of the hiring of academic and administrative personnel;
Organization of competitive procedures for personnel selection;
Onboarding of new employees, both academic and administrative staff
Administrative support of the School's work processes;
Preparation of necessary data on the quantitative and qualitative composition of the University staff;
Monitor HR metrics (e.g. turnover rates and cost-per-hire)
Assistance in organizing the arrival of foreign staff workers in coordination with the relevant structural units of the University;
Coordination of issues related to voluntary medical insurance for the School's employees;
Maintaining personnel documentation in accordance with the legislation of the Republic of Kazakhstan;
Providing consultative and methodological assistance to the School's employees on issues within their competence;
Formation of the School's payroll fund for the corresponding year;
Organize learning events and development programs for administrative employees of the School;
Organization and participation in teambuilding and other social events held by the School;
Discuss employees’ career development paths with the Chief Administrative Officer of the School;
Maintaining a high level of personal and professional integrity and acting as an ethical agent promoting core values, a culture of integrity, and accountability within the University and its organizations;
Participation in processes of identification, assessment, management, and monitoring of risks within the supervised area;
Timely and properly executing assignments from the immediate supervisor and University management within the scope of duties and authority;
Compliance with the legislation of the Republic of Kazakhstan and the internal documents of the University;
Ensuring compliance with labor and service discipline;
Being responsible for ensuring the integrity of official documents and preventing the disclosure or leakage of confidential and business information, as well as information of restricted access in accordance with the law, the Charter, and internal documents of the Employer;
In case of dismissal is responsible for the timely transfer of all paper documentation, digital information, inventory to another employee as instructed by the immediate supervisor (under the act of acceptance and transfer).
Qualifications
Education
Higher professional education, preferably in higher educational institutions with English language of instruction;
Priority areas of specialties:
- human resource management;
- management in the sphere of education;
- public administration;
- law;
- international relations
Work experience
With a Bachelor's degree / Specialist - at least five years;
At least 3 years with a master's degree in the relevant field.
Knowledge
- Knowledge of the labor legislation of the Republic of Kazakhstan;
- Knowledge of HR processes and tools;
- Knowledge of MS Office, Excel, PowerPoint programs.
