NASTAD serves as the Systems Coordination Provider (SCP) for the 47 Ryan White HIV/AIDS Program (RWHAP) Parts A and B jurisdictions funded by the Health Resources and Services Administration (HRSA-20-078), as part of the Ending the HIV Epidemic: A Plan for America (EHE) initiative. As part of this work, NASTAD develops tools and resources to support health departments in EHE Phase I jurisdictions to improve coordination across health systems and collaboration with key stakeholder groups.

Job Description

Purpose and Description

NASTAD anticipates hiring a full-time Senior Manager, Health Systems Integration (HSI), who will provide programmatic support and leadership to NASTAD’s Health Systems Integration team while ensuring the alignment of NASTAD’s technical assistance, capacity building, and advocacy work as it relates to insurance coverage (including the Centers for Medicare & Medicaid Services) and access, public health financing, and partnerships, health systems integration and population health data. The Senior Manager, HSI is integral to the implementation of major components of the Health Systems Integration portfolio across federal cooperative agreements related to various areas that support Ending the HIV Epidemic efforts such as health care financing (340B pricing), health systems strengthening (policies and procedures), and healthcare access (ADAP and RWHAP) and wells as health systems modernization (data integration and data systems design) through systems coordination and leveraging population health data integration to achieve improved outcomes. This role plays a vital role in supporting NASTAD’s strategic priority areas through, supporting public health partnerships, programmatic strategies, learning and analyzing evidence to determine best practices. The Senior Manager will provide overall technical expertise in some of the following area: drug pricing, dissemination and replication of evidence information intervention and promising system integration practices, health care access, policy, and legislative affairs.

 

Essential Functions

  • Lead the implementation of key technical assistance and systems coordination activities for the HRSA EHE Systems Coordination Provider project, including developing and executing deliverables related to ADAP, Ryan White service provision, data integration, health care payers/insurers, and strategic partnerships across health care systems.
  • Lead strategic program and project activities to advance organizational priorities and maximize the project’s impact and reach. 
  • Provide facilitation and logistics support to convene health department staff through virtual and in-person meetings. 
  • Maintain strong working relationships with key external partners and participate in cross-agency meetings to advance activities and deliverables.
  • Analyze, summarize and report on policy and program documents; prepare TA resources and materials.
  • Contribute to project monitoring, reporting, evaluation, and learning activities. 
  • Contribute to NASTAD’s knowledge of systems management, business processes, data workflows, and other internal processes aimed at strengthening internal expertise in public health strengthen practices.
  • Lead the response to complex technical assistance (TA) requests from governmental HIV programs and EHE systems, ensuring that all issues are resolved in a timely and efficient manner
  • Support the creation, design, and management of EHE resources (i.e., issue briefs, tool kits, resource guides)
  • Perform other duties as assigned.

Skills/Knowledge/Abilities

  • Proficient in Microsoft Office and other technical support tools and software
  • Ability to work in a fast-paced environment and manage multiple priorities
  • Demonstrated knowledge of RWHAP and other HIV systems of care.
  • Ability to lead meaningful partnerships across public health and healthcare systems.
  • Ability to lead troubleshooting activities with health department staff to find innovative solutions to their challenges and explore innovative systems-level interventions. 
  • Understanding of health equity and a commitment to incorporating social justice concepts in public health programming. 
  • Interest in developing systems-level interventions, coalition-building, addressing social determinants of health, and working with diverse groups that have been historically underserved. 

 

Experience/Education 

  • Bachelor’s degree or higher or any equivalent combination of training, education, and experience that demonstrates the candidate’s ability to perform the position’s duties.
  • Minimum of 8 years of progressively responsible work experience in technical assistance and product creation, especially in U.S. healthcare systems. 
  • Experience working in governmental public health, particularly within ADAP, Ryan White and/or Care and Treatment programs
  • Experience coaching or providing TA for health department staff is strongly preferred. 
  • Experience working effectively across functional teams.
  • Experience developing and managing work plans.
  • Demonstrated ability to communicate and collaborate successfully with individuals and teams at all internal or external levels.
  • Proven attention to detail and editing skills
  • Demonstrated successful ability to manage multiple competing priorities
  • Demonstrated commitment to fostering an environment of diversity, inclusion, and belonging
  • Experience working with federal funders (CDC, HRSA, SAMHSA) preferred.
