NASTAD serves as the Systems Coordination Provider (SCP) for the 47 Ryan White HIV/AIDS Program (RWHAP) Parts A and B jurisdictions funded by the Health Resources and Services Administration (HRSA-20-078), as part of the Ending the HIV Epidemic: A Plan for America (EHE) initiative. As part of this work, NASTAD develops tools and resources to support health departments in EHE Phase I jurisdictions to improve coordination across health systems and collaboration with key stakeholder groups.

Job Description

Job Summary

The Manager, Drug User Health plays a vital role in expanding the organization’s capacity to address the impacts of the intersecting crises of drug use, HIV/AIDS, and viral hepatitis in community and public health settings, particularly within state and local health departments and Syringe Services Programs (SSPs). The Manager’s core activities will support the advancement of NASTAD’s programmatic efforts to assist health departments and community-based drug user health programs by providing technical assistance (TA) and training on effective drug user health strategies and connecting people who use drugs to HIV and hepatitis prevention and treatment programs. This position will report to the Senior Manager, Drug User Health and will be expected to work closely with all other NASTAD teams, including HIV Prevention, Hepatitis, Health Care Access, Health Systems Integration, and Health Equity to support collaborative programmatic activities.

 

The ideal candidate will be a self-starter, able to develop and lead new projects, and be comfortable working independently. Demonstrated ability to execute projects in a timely manner and lead collaborative team efforts with diverse stakeholders is also required. 

Qualifications

Essential Duties

  • Work closely with the Senior Manager, Drug User Health and other team members to assess and coordinate responses to the technical assistance needs of SAMHSA grantees and other behavioral health agencies through the National Harm Reduction Technical Assistance Center.

·       Provide tailored technical assistance to support community SSPs, behavioral health agencies, and HIV and hepatitis care and treatment programs through the CDC-funded National Harm Reduction TA Center and other channels.

  • Assess state and local health department technical assistance and program development needs, lead technical assistance design and delivery to state and local health department HIV and hepatitis programs on harm reduction strategies, SSPs, and comprehensive systems of care.

·       Support the creation and release of training curricula, summary reports, guidance documents, and other technical writing products tailored to a diverse set of audiences and organizational structures.

·       Maintain communication and coordination of technical assistance activities across the team and with external partners.

·       Work across NASTAD programs to identify and leverage existing organizational partnerships for Drug User Health programming.

·       Participate in cross-agency project teams to discuss coordinated technical assistance efforts across states and regionally in collaboration with multisectoral partners.

·       Review and develop technical assistance resources to meet the needs of diverse stakeholders.

  • Represent NASTAD at meetings, briefings, and consultations related to state health department and community-based HIV, hepatitis, and drug user health programs.

·       Provide timely support to, and interaction with, NASTAD’s members through responsive and innovative messaging, mentoring, networking and technical assistance activities.

  • Perform other duties and special projects as assigned.

Experience, Expertise, and Education

·       Bachelor’s degree or higher or any equivalent combination of training, education, and experience that demonstrate the candidate’s ability to perform the position’s duties.

  • Minimum of 4 years of relevant work experience.

·       Experience working with cross-functional teams and multisectoral agencies.

·       Familiarity with harm reduction framework, drug user health, behavioral health, and integrated systems of health service delivery preferred.

·       Prior experience working in HIV and/or hepatitis and drug user health is preferred.

Environment and Scheduling

·       Full time, 40 hours per week role 

·       Interest in working with a national HIV, viral hepatitis, and drug user health organization.

  • Interest in working within a dynamic work environment and with diverse partners and stakeholders.
  • Willing to travel up to 25% of the time when it is safe to do so.

Environment and Scheduling

·    $61,200 – $64,800 (and commensurate with experience)
