NASTAD serves as the Systems Coordination Provider (SCP) for the 47 Ryan White HIV/AIDS Program (RWHAP) Parts A and B jurisdictions funded by the Health Resources and Services Administration (HRSA-20-078), as part of the Ending the HIV Epidemic: A Plan for America (EHE) initiative. As part of this work, NASTAD develops tools and resources to support health departments in EHE Phase I jurisdictions to improve coordination across health systems and collaboration with key stakeholder groups.

Job Description

Project Background

The Drug User Health team at NASTAD aims to support partnerships between public health and social service systems and community-based harm reduction, syringe services, and overdose prevention programs to address the prevention, care, treatment, and policy needs related to comprehensive drug user health services. NASTAD has leveraged this unique positionality between governmental public health and community-based groups to advocate for increased resources in the form of technical assistance, material resources, and direct funding to community-based harm reduction programs, to increase overall access to effective and evidence-based low threshold health services for people who use drugs.

 

NASTAD was awarded to implement the Strengthening Syringe Services Programs (SSP) Funding Project (PS22-2208), which intends to strengthen the capacity of SSPs in the U.S. through direct funding for primary SSP operations and services, including syringe access, infectious disease prevention efforts among people who use drugs (PWUDs), navigation to additional health and behavioral health services, and community-based harm reduction efforts. To meet this objective, NASTAD’s Drug User Health team will need additional capacity and a dedicated SSP Grants Management Coordinator to effectively complete the deliverables of this 5-year cooperative agreement.

 

Job Summary

The Senior Manager, Drug User Health – SSP Grants Management Coordinator will provide overall project management and coordination for this project including design and implementation of funding mechanisms, creation of RFPs, overall selection process and criteria, oversight of grants administration, and coordination across grantees, partners, and internal teams. The Senior Manager, SSP Grants Management will work closely with the Project Lead (Laura Pegram – Director, Drug User Health) to design and coordinate project activities, implement an array of cross-training activities in partnership with the National Harm Reduction TA Center (NHRTAC), and ensure overall project deliverables are met. This position, and overall project, will be supported by a range of NASTAD Drug User Health staff, including our SSP and COVID funding team that has extensive experience with equity-based grantmaking, the NASTAD NHRTAC team, and our project partners VOCAL-US to meet the technical assistance needs of grantees. Additional support for selected SSP grantees will be provided through the NASTAD Finance and Accounting and Grants and Compliance staff.  The position supports the effective allocation of project resources, tracks project expenditures, and monitors progress toward project outcomes.

Qualifications

Essential Duties

·        Lead project planning, including updates to project management tools, tracking timelines and progress toward deliverables.

·        Build time estimates, develop project schedule, and address scheduling problems as they arise.

·        Coordinate with all team members to monitor progress on projects and inform resource allocation.

·        Communicate with NASTAD team members, subject matter experts, and grantee staff to clarify project requirements, scope and objectives.

·        Support the team in monitoring expenses and coordinate the project’s budget management with the Finance and Accounting and Grants and Compliance teams.

·        Support project meetings and monitor progress on key deliverables.

·        Direct correspondence across the team and guide the development of work plans, memos, meeting minutes, and related email communications.

·        Manage project-related files by ensuring that all necessary materials are current, properly filed and stored, including updates to the team’s knowledge base and customer relationships management system.

·        Contribute to federal funder reporting, documentation and status updates.

·        Assist with the onboarding of new team members.

  • Interact with and respond to the needs of health department, community-based, and federal partners in a timely manner.
  • Perform other duties as assigned.

Experience/Education 

·        Bachelor’s degree or higher or any equivalent combination of training, education, and experience that demonstrate the candidate’s ability to perform the position’s duties.

  • Minimum of 8 years of progressively responsible work experience related to project management.

·        Experience leading effective cross-functional teams.

·        Experience with budget and work plan development and their day-to-day implementation.

·        Experience with managing complex projects with many interconnected elements simultaneously. 

  • Experience working in governmental public health, health systems, community-based organizations, or membership organizations.
  • Experience coaching team members in adopting new project management processes is strongly preferred.
  • Experience working directly, or in support of SSPs, overdose prevention programs, or community-based drug user health programs is strongly preferred.

Environment and Scheduling

· Full-time, 40 hours per week role

·     $76,500 – $81,000 (and commensurate with experience)
