NASTAD serves as the CDC National Technical Assistance Provider and the HRSA Systems Coordination Provider (SCP), as part of the Ending the HIV Epidemic: A Plan for America (EHE) initiative. As part of this work, NASTAD develops tools and resources to assist EHE Phase I HIV prevention programs and RWHAP Part A and B grantees by improving coordination across EHE stakeholders and health systems.

Health Systems Integration (HSI) program at NASTAD aims to support partnerships between health care system payers, delivery systems, and health departments to address social determinants of health, health care disparities, and achieve optimal population health outcomes.

Population health informatics is a pillar of the HSI program and a key element of NASTAD’s strategic priorities. Health systems data sources such as public and private insurance claims, prescription fill data, and electronic health record data are becoming increasingly important for HIV and hepatitis programs to meet public health goals. NASTAD’s work in this area focuses on identifying and sharing best practices for the use of claims and encounter data to track health care utilization, measure health outcomes, and augment HIV and hepatitis C surveillance systems to drive prevention, linkage, retention, and re-engagement interventions.

NASTAD serves as the Systems Coordination Provider (SCP) on the Building Capacity to Improve Collecting and Reporting Viral Suppression Data to the Medicaid Adult Core Set initiative (HRSA-21-083). This four-year project seeks to build data-sharing capacity in state HIV and Medicaid programs to increase the number of states that adopt the HIV viral suppression quality measure (HVL) and report it to the Centers for Medicare and Medicaid Services (CMS). To meet this goal, the NASTAD team is working closely with ten states to develop resources and blueprints that will support state HIV and Medicaid programs in adopting the HVL measure. Role

The Senior Manager, Health Systems Integration, a full-time position, provides subject matter expertise and leadership on population health informatics and data linkage processes, focusing on HIV surveillance data and health care data systems, including Medicaid claims databases. The Senior Manager will support NASTAD’s population health informatics portfolio, ensuring that the program provides robust technical assistance support in the area of data systems integration and serves as a resource to health departments and Medicaid programs seeking to integrate disparate data sources.

Essential Duties

-        Lead NASTAD’s response to complex technical assistance (TA) requests from governmental HIV programs and their state Medicaid partners related to improving data linkage activities.

-        Mentor and guide HSI team members in implementing population health informatics TA activities.

-        Guide the development of data management and data systems integration resources created by contracted subject matter experts and staff members.

-        Ensure the overall objectives of population health informatics-related projects at NASTAD are met.

-        Provide supervision to one or two NASTAD staff members.

-        Lead teambuilding, leadership, and professional development opportunities to ensure NASTAD’s population health informatics work remains innovative. 

-        Maintain strong working relationships with key external partners and participate in inter-agency meetings to advance TA activities and deliverables.

-        Contribute to NASTAD’s knowledge of systems management, business processes, data workflows, and other internal processes aimed at strengthening internal expertise in HIV surveillance and data systems integration best practices.

-        Contribute to project monitoring, reporting, evaluation, and learning activities. 

-        Perform other duties as assigned. 

Qualifications

Experience/Education 

  • Bachelor’s degree or higher or any equivalent combination of training, education, and experience that demonstrate the candidate’s ability to perform the position’s duties. 
  • Minimum of 8 years of progressively responsible work experience related to public health, research, or US health care systems. 
  • Experience working in governmental public health, particularly within surveillance or Medicaid quality data units.
  • Experience coaching or providing TA for health department staff or Medicaid programs is strongly preferred. 

·        Experience working effectively across functional teams.

·        Experience developing and managing work plans.

Skills, Knowledge, and Abilities 

·        Demonstrated expertise, conceptual understanding of health informatics, and sufficient professional experience in data management and data synchronization processes, with the ability to work on complex assignments with minimal supervision.

·        Demonstrated expertise on Medicaid claims data systems or public health surveillance data systems is preferred (i.e., enhanced HIV/AIDS Reporting System (eHARS), PRISM, MAVEN, etc.)

  • Ability to lead meaningful partnerships across public health and health care systems.
  • Ability to lead troubleshooting activities with health department staff to find innovative solutions to their challenges and explore innovative systems-level interventions. 

·        Demonstrated originality and creativity in applying health informatics knowledge and concepts to day-to-day TA activities.

  • Understanding of health equity and a commitment to incorporating social justice concepts in public health programming.
