NASTAD (National Alliance of State & Territorial AIDS Directors) is a leading non-partisan non-profit association that represents public health officials who administer HIV and hepatitis programs in the U.S. Our singular mission is to end the intersecting epidemics of HIV, viral hepatitis, and related conditions. We do this work by strengthening domestic and global governmental public health through advocacy, capacity building, and social justice.

Each of NASTAD's six programmatic teams - Health Care Access, Health Systems Integration, Drug User Health, Hepatitis, Health Equity, and Prevention - interpret and influence policies, conduct trainings, offer technical assistance, and provide advocacy mobilization for U.S. health departments and ministries of health around the world to improve health outcomes for people living with HIV and viral hepatitis.

NASTAD serves as the Systems Coordination Provider (SCP) for the 47 Ryan White HIV/AIDS Program (RWHAP) Parts A and B jurisdictions funded by the Health Resources and Services Administration (HRSA-20-078), as part of the Ending the HIV Epidemic: A Plan for America (EHE) initiative. As part of this work, NASTAD develops tools and resources to assist EHE Phase I RWHAP Part A and B grantees in improving coordination across EHE stakeholders and health systems.

The Senior Director, Public Health Systems, provides leadership and direction to NASTAD’s health care access (HCA) and health systems integration (HSI) efforts. This position leads the HCA and HSI teams providing direct supervision to these teams’ directors and the overarching work of the teams regarding programmatic, technical assistance, and capacity building activities.

Essential Duties

• Provides strategic leadership to NASTAD’s health care access and health systems integration teams, as well as NASTAD’s health regulatory, financing (both public and private), and equity efforts.
• Drives the utilization of evidence-based tools, national data and data analytics, and innovations to improve NASTAD’s ability to describe, coordinate, and facilitate integrated technical assistance to health departments; provides technical assistance and/or capacity building as needed
• Oversees, directly and indirectly, an interdisciplinary team with expertise in health systems, health financing (public/private payers), quality health services delivery (including social determinants of health), and private sector engagement ensuring synergies through planning, coordination, intra-team communication, and deployment of resources (human and financial).
• Provides operational, technical, and programmatic leadership in the design and implementation of HSS activities—e.g., services integration, capacity-building, improving health information systems, supporting planning and implementation processes
• Serves as Principal Investigator and/or project relationship manager when needed

• Ensures timely, high-quality, and complete submission of work plans, quarterly and annual reports, financial reports, and any other reports required by funders

• Facilitates, engages with, and responds in a timely manner to the needs of health department staff members, federal and community partners
• Represents NASTAD in various meetings with federal and national partners and other stakeholders
• Attends and represents NASTAD at conferences and participate in relevant external meetings
• Participates on NASTAD’s Program & Policy Leadership Team (PPLT)
• Participates on NASTAD’s Organizational Management Team (OMT)
• Performs other duties as assigned

Required Skills:

• Qualified candidates shall have depth and breadth of management expertise and experience, a solid professional reputation, interpersonal skills, and professional relationships to fulfill the requirements of the position
• Experience leading, building, and growing a program is essential: from a technical health department service delivery perspective as well as from a resource management perspective - both human and financial.
• Proficient technical knowledge in private and public payer health insurance, including the Ryan White HIV/AIDS Program and AIDS Drug Assistance Programs, Medicaid and Medicare policy, and the 340B Drug Pricing Program
• Demonstrated ability to work with CDC and HRSA, interact with other funders, community partners, and other stakeholders
• Experience in resource mobilization with federal funding opportunities and corporate grants as an opportunity to expand the health systems portfolio

• Demonstrated ability to foster, maintain and strengthen strategic partnerships to advance organizational and health department systems strengthening priorities

• Exceptional written and verbal communication skills
• Ability to work independently with initiative to manage high volume workflow

Qualifications

Required Experience/Education:

• Master degree or the equivalent professional experience in public health, health economics, public policy, population health, or a related field; advanced degree preferred.
• Minimum 8 years of relevant experience in public health programs, health systems strengthening, including health access and/or systems integration.
• Experience providing health systems strengthening and integration technical assistance to U.S.-based government agencies, community organizations, or other organizations.
• Experience working on U.S. Department of Health and Human Services funded work; Specific experience with CDC and/or HRSA funded projects preferred.
• Prior experience working in the area of HIV and/or hepatitis.

Additional Information

The salary band for this position is $125,000 - $135,000.
