Job Description
The HSSE Manager will be responsible for all HSSE matters of the Project, managing of all project activities and processes and providing appropriate levels of HSSE advice whenever required.
This role will be responsible for ensuring that all project activities are carried out to a high standard in accordance with Masdar requirements and are transparent and supported by appropriate documentation.
The HSSE Manager will also be responsible for the coordination of a team dedicated to the implementation of the Environmental and Social Management System, and for ensuring that all members of the Project teams comply with Masdar and Lender HSSE requirements in order to protect Masdar against current and future liabilities while respecting the environment and maintaining a safe and healthy workplace.
Responsibilities not limited to:
- Set the HSSE strategy and objectives in line with, project requirements, Lender requirements, government legislation and shareholder directives.
- Ensure the effective implementation of environmental and social plans.\
- Develop HSSE performance metrics and associated targets in accordance to agreed standards.
- Define crisis management guidelines in order to ensure that Masdar is well prepared for times of crisis and that they are handled timely and effectively in a way that safeguards staff, the environment and the workplace.
- Ensure the implementation of the project’s environmental and social management system that will help achieve project plans and objectives.
- Plan, initiate and direct the development and communication of the company HSSE Policy, SSE strategic objectives and necessary reference manuals.
- Initiate and direct the development of the corporate HSSE procedures/codes of practice for design, operations and the system administrative.
- Provide advice, guidance, support and assistance on all issues related to development and implementation of the
HSSE program, standards, procedures, regulations, policies, objectives and emergency response. - Plan and direct reviews of new projects to identify the HSE requirements (e.g. HSEIA, HAZOP, HAZID, HAZAN, QRA, Fire Detection & Protection Systems etc.).
- Lead the implementation of the Project’s social commitments (livelihood restoration, stakeholder engagement, community development), with the assistance of the social manager and community liaison officer.
- Follow all relevant HSSE-IMS procedures and relevant legal requirements to guarantee, staff health & safety, the safety of others and company assets are consistent with Masdar's vision of environmental protection and sustainability.
Qualifications
Preferred Qualifications:
- Bachelor's degree in Engineering, environmental sciences, social sciences, or related discipline.
- Trained and certified Lead Auditor for ISO 9001, ISO 14001, and OHSAS 18001.
- Membership in a recognized international HSSE organization is an advantage
Preferred Experience:
- At least 6-8 years in HSSE management in a large organization including at least 3 years in a managerial role in renewable energy projects (onshore wind is an asset).
- At least 3 years of experience in the management of international E&S requirements of IFC, EBRD, ADB at a construction site.
- Experience in KSA gaining strong knowledge and understanding of local rules, regulations, systems, and processes related to sustainability
Job-Specific Skills:
- Excellent knowledge and experience in HSSE technical related issues hazard Identification and risk assessment (design and construction).
- Clear understanding of ESMS implementation and international E&S requirements.
- Exceptional communication and interpersonal skills leading to a consultative approach within a corporate / multifunctional environment.
- Strong understanding of the complexity and challenges of driving/building a project delivery culture.
- Knowledge of ISO standards and requirements.
