Job Description

Link Solutions is seeking a Deputy Program Manager/Senior Solutions Architect to support the Army Research Laboratory (ARL) Information Technology Modernization and Support Services program in Adelphi, MD.

This position serves as the principal technical advisor to the Program Manager and Government leadership, providing strategic oversight and technical leadership across enterprise IT operations, infrastructure modernization, cloud and hybrid environments, cybersecurity, networking, automation, ServiceNow, endpoint management, and research computing initiatives supporting ARL's mission.

The ideal candidate is a senior enterprise architect, chief engineer, or IT modernization leader with experience driving large-scale transformation efforts in complex enterprise environments. This individual will balance innovation and modernization with operational excellence across both classified and unclassified environments while supporting critical research and mission operations.

Job Responsibilities:

  • Serve as the senior technical lead and trusted advisor to the Program Manager and Government stakeholders on enterprise IT strategy, modernization, and operational initiatives.
  • Lead the planning, design, and implementation of enterprise modernization efforts across infrastructure, cloud and hybrid environments, networking, virtualization, automation, endpoint management, and cybersecurity.
  • Drive adoption of modern technologies and architectures, including cloud services, hyperconverged infrastructure, software-defined technologies, containerization, Zero Trust, and Infrastructure as Code (IaC).
  • Champion automation and orchestration initiatives that improve service delivery, operational efficiency, infrastructure management, monitoring, patching, provisioning, and ServiceNow-driven workflows.
  • Provide technical leadership and coordination across multidisciplinary teams, including systems engineering, infrastructure, networking, cybersecurity, ServiceNow, and operational support organizations.
  • Support enterprise and research computing environments by delivering scalable, secure, and resilient solutions that enhance researcher productivity while maintaining mission continuity.
  • Lead technical assessments, architecture reviews, engineering analyses, and technology evaluations, providing recommendations aligned with ARL's long-term modernization roadmap.
  • Integrate cybersecurity best practices and compliance requirements into enterprise operations and modernization activities, including RMF, Continuous ATO, vulnerability management, and STIG compliance.
  • Develop technical roadmaps, engineering standards, lifecycle strategies, and process improvements that strengthen operational performance and support future growth.
  • Identify technical risks, drive mitigation strategies, and participate in architecture boards, technical working groups, change management activities, and strategic planning efforts.
  • Support technical workforce planning, resource prioritization, and engagement with Government leadership to ensure successful execution of program objectives.

Qualifications

  • U.S. Citizen with an active DoW Secret security clearance.
  • Bachelor’s degree in Information Technology, Computer Science, Engineering, or a related technical discipline.
  • Twelve (12+) years of progressive experience leading enterprise IT operations, systems engineering, infrastructure modernization, enterprise architecture, or automation initiatives within large-scale DoD or Federal environments.
  • DoD 8570/8140 IAT Level II certification or higher (e.g., Security+ CE, SSCP, GSEC, or equivalent).
  • Project Management Professional (PMP) certification.

Desired Skills and Experience:

  • Demonstrated experience leading enterprise modernization efforts across infrastructure, networking, cloud and hybrid environments, cybersecurity, endpoint management, and IT service management platforms.
  • Strong knowledge of modern enterprise technologies and architectures, including cloud computing, virtualization, containerization, software-defined infrastructure, automation, orchestration, and Infrastructure as Code (IaC).
  • Experience integrating cybersecurity requirements into enterprise operations, including RMF, Continuous ATO, STIG compliance, vulnerability management, and related security frameworks.
  • Experience working within ITIL-based operational environments and driving process, service delivery, and operational efficiency improvements.
  • Proven ability to lead cross-functional technical teams, support large-scale transformation initiatives, and engage effectively with senior Government and contractor leadership.

Preferred:

  • Experience serving in a Lead Engineer, Chief Engineer, Enterprise Architect, Solutions Architect, Technical Director, or similar senior technical leadership role.
  • Experience supporting classified and unclassified enterprise and research computing environments.
  • Advanced technical certifications in cloud, cybersecurity, architecture, or IT service management disciplines (e.g., CISSP, CCSP, Azure, AWS, ITIL, VMware, or equivalent).

Salary Range: $135,000 - $170,000

Several factors influence the final salary or hourly rate, including but not limited to contract wage determinations, relevant work experience, role-specific skills and competencies, geographic location, educational background, certifications, and federal government contract labor categories.
