Job Description
We have an opening for a Purchasing Card Program Analyst. You will perform administrative, analytical, and review responsibilities supporting TRR Transactions including Credit Card, Release, and Requestion transactions to maintain governance and compliance with applicable policies and procedures. You will interface with other procurement personnel, Technical Release Representatives (TRRs), LLNL’s provider bank, Laboratory employees, Department of Energy, and other government agencies. This position is in the Procurement Department within the Business Directorate.
This position may offer a hybrid schedule, which includes the flexibility to work from home one or more days per week, after a probationary period. The specifics of the hybrid schedule, including the exact number of days required in the office and virtual work options may vary based on the needs of the team and the organization.
You will
- Develop, apply, and interpret established procurement policies, procedures, desk guides, and processes, including complex issues requiring analysis and judgment.
- Administer and maintain program records and profiles for TRRs and related roles across applicable systems, including monitoring changes and ensuring accuracy.
- Monitor and analyze Credit Card and Release activity for compliance and appropriate business practices, including reconciliations, general ledger feeds, system-generated or erroneous transactions, and order variances.
- Plan and perform TRR self-assessment and quality assurance reviews, including selecting transactions and orders for review, documenting outcomes, preparing findings and recommendations, and following up on corrective actions to resolution.
- Provide operational support and customer service to TRRs, TRR Supervisors, Approving Officials, suppliers, and internal stakeholders by responding to inquiries and providing guidance on processes, banking issues, and system navigation.
- Use reporting and data analytics tools to identify risk trends, prioritize reviews, and support continuous improvement, including recommending process, training, or policy updates based on findings and customer interactions.
- Support program communications and projects such as webinars, newsletters, and user acceptance testing (UAT) for system enhancements.
- Perform other duties as assigned.
Qualifications
- Bachelor’s degree in Business Administration or related field, or equivalent education and relevant experience.
- Ability to work effectively in a team environment and independently, as required.
- Proven decision-making and analytical skills, with the ability to anticipate, define, and resolve issues.
- Demonstrated adaptability to change, remains effective in shifting or uncertain environments, actively learns new systems and processes, and supports others in adjusting to change.
- Experience applying techniques and methods of purchasing, business law, government regulations, and/or commercial procurement practices.
- Experience utilizing negotiation and persuasion skills.
- Experience interpreting and applying standard business practices, established procurement policies, desk guides, and procedures.
- Effective organizational, administrative, and customer service skills.
- Strong verbal and written communication skills, including experience with bank systems and reviewing purchasing card transactions for compliance with applicable policies and procedures.
Qualifications We Desire
- Knowledge and/or experience applying purchase regulations including the Federal Acquisition Regulations and Department of Energy Acquisition Regulations.
- Intermediate to advanced experience using Microsoft Office software (Outlook and Excel).
- Knowledge in applying data analytics skills, techniques, and tools when working with large data sets, including Generative AI tools.
- Experience with Enterprise Risk Management and/or Enterprise Risk Assessments.
Pay Range
$95,820 - $117,312 Annually
This is the lowest to highest salary range in good faith we believe would pay for this role at the time of this posting. An employee’s position within the salary range will be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs.

Security Clearance
This position requires a Department of Energy (DOE) Q-level clearance. If you are selected, we will initiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter. Also, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship.
