Job Description

Position Overview 

Reporting to the Managing Director of Student Supports, the Regional Special Education Compliance Manager is responsible for special education compliance monitoring and reporting for eight KIPP Philadelphia Public Schools, grades K-12.  The overarching goals of this position are to ensure compliance with local, state, and federal special education regulations, to develop and implement compliance monitoring systems, to create efficiencies in compliance monitoring and reporting, and to support the required compliance reporting tasks for each LEA in our region. This is a HYBRID REMOTE position reporting in person 1-2x a month. 

Key Responsibilities

 Operational/Compliance Leadership 

  • Analyze and report on special education enrollment and budgeting
  • Manage regional Special Education and 504 documentation system including web-based IEP documentation system, shared resource drive, etc.   
  • Develop a regional compliance tracking system
  • Monitor compliance of all Special Education, 504, and ELL timelines through a regional compliance tracking system
  • Manage and support compliance protocols associated with special education (e.g. cyclical monitoring, charter renewal, annual reporting)
  • Manage region-wide Access Billing process (Medicaid) in conjunction with regional Operations team.   
  • Support the Regional Directors of Special Education in compliance data analysis to aid their work with Assistant Principals of Student Supports at schools
  • Work with schools to meet all requirements for cyclical monitoring by the Bureau of Special Education or for charter renewals
  • Work with the regional Operations team to ensure valid data for all state and local reporting   
  • Manage local, state, and federal special education compliance reporting (i.e. PIMS, PennData, ACT16, Annual Report)
  • Support Due Process compliance processes through case tracking, filing, and case closure
  • Other duties as determined by the Managing Director, Student Supports

Programmatic Leadership  

  • Support the special education document processes for schools in alignment with local, state, and federal timelines (i.e. PWN, Permission to Evaluate/Re-Evaluation, etc
  • Coordinate Psychology, Related Services, and other Special Education supports with outside agencies
  • Manage enrollment of students eligible for special education services through ongoing enrollment monitoring, outreach for sending school/early intervention documentation, and intake processes to complete special education enrollment
  • Support Transportation requests for students eligible for special education services 
  • Serve as the regional expert on PowerSchool Special Programs to support compliance reporting

Qualifications

Qualifications & Credentials

  • Degree in Special Education required
  • Minimum five years Special Education case management experience with exceptional compliance results
  • Prior experience with school compliance management and reporting
  • Proficient with Microsoft Excel and web-based Special Education documentation systems; PowerSchool Special Education and Infinite Campus strongly preferred  
  • Exceptional knowledge of national, Pennsylvania state state, and local special education statutes and laws required  
  • (Preferred) PA State Certification in Special Education 
  • Love and see the high potential of all children

  • Complete all required criminal and child abuse background checks:
  • PA State Police Clearance
  • PA Child Abuse Clearance
  • Cogent Federal Fingerprinting

Compensation

  • Salary range for this position is $80,000 - $95,000 commensurate with experience.
