**THE POSITION**
Are you interested in working with a team of groundwater recharge professionals dedicated to enhancing and preserving the quality of life throughout the region? Are you a collaborative individual who works well with stakeholders and can safely and efficiently lead a groundwater recharge program? The Agency is seeking an organized individual to serve as its next Groundwater Recharge Supervisor. The successful candidate will be responsible for coordinating groundwater recharge programs while providing guidance and growth for their team.

Probationary Period: 12 months

Under direction, plans, organizes, oversees and directs the operation and maintenance of the groundwater recharge and recycled water distribution systems and associated facilities and basins and ensures the program is in compliance with all federal, state, and local regulations; conducts and oversees studies pertaining to the Agency's groundwater and surface water needs; provides professional advice to Agency management and stakeholder agencies on the effectiveness and reliability of the groundwater recharge and recycled water distribution programs; and performs related duties as assigned.

**DISTINGUISHING CHARACTERISTICS**
A Groundwater Recharge Supervisor is responsible for managing and coordinating the groundwater recharge program and supervises the staff operating and maintaining the recycled water distribution system. Incumbents perform professional, supervisory, and technical tasks necessary to administer and operate the Agency's recycled water distribution and groundwater recharge programs. Additionally, incumbents coordinate and prioritize projects including supervising consultants and contractors, and interact with program stakeholders and regulatory agencies. Assignments are broad in scope and carried out with considerable independence within the framework of established policies, procedures, and guidelines. Work and results are reviewed through inspections and analysis of records and reports, system performance, and compliance with regulatory requirements. An employee in this class reports to the Manager of Operations and Maintenance and manages the work of professional, technical, and nontechnical employees in the Groundwater Recharge and Recycled Water Distribution program.

- Plans, organizes, controls, integrates, and evaluates the work of the assigned program; with staff, develops, implements, and monitors work plans to achieve goals and objectives; contributes to the development of and monitors performance against the annual department budget; supervises and participates in developing, implementing, and evaluating plans, work processes, systems, and procedures to achieve annual goals, objectives, and work standards.
- Responsible for various regional operational water resource responsibilities including but not limited to: serve as the Santa Ana River Watermaster technical appointee; administration of the Prado Basin Adaptive Management and Stormwater Management Plans; technical advisor for groundwater recharge capital projects and leadership for all groundwater production related activities.
- Manages the performance of division staff; interviews and selects new staff; establishes performance requirements and personal development targets; regularly monitors performance and provides coaching for performance improvement and development; recommends compensation and provides other rewards to recognize performance; hears and makes recommendations on grievances; subject to management concurrence, approves or takes disciplinary action, up to and including termination, to address performance deficiencies, in accordance with Agency human resources policies and labor contract agreements.
- Provides day-to-day leadership and works with staff to ensure a high-performance, customer service-oriented work environment that supports achieving the department's and Agency's mission, objectives, and values regarding teamwork, mutual trust, and respect; applies process improvement and quality management principles to assigned areas of responsibility.
- Participates in the formulation and implementation of departmental policy, planning, and strategy development; leads and directs staff and outside consulting resources in the development and application of new methods and processes to achieve higher efficiency, quality, and innovation in department work processes.
