Job Description
This position is in support of the Influx Care Facility located in Carrizo Springs, TX. The purpose of the facility is to provide comprehensive care for migrant youths ages 13 to 17 in the care of the Office of Refugee Resettlement (ORR) who are awaiting reunification or repatriation. This care will begin as soon as the youths arrive at the facility and last until their arranged departure with family or sponsors. The comprehensive care includes but is not limited to initial screening and exams, identifications of prior conditions and allergies, day to day care of routine, urgent and emergency medical conditions.
The Chief Medical Officer (CMO) is responsible for providing medical oversight, direction, and leadership to the medical staff regarding all areas of healthcare for these children. They will represent International SOS in the local community, build/maintain relationships with local healthcare providers, and represent the prime vendor for healthcare related matters. The CMO will oversee all governance activities required by the Deployed Services, International SOS and the ORR and monitor data acquisition and input for daily, weekly, monthly and annual reports regarding medical activities.
Key Responsibilities
- Leads quality development and clinical governance agendas including maintaining Code of Conduct of medical practice, medical record keeping, infection control standards, emergency response preparedness, medical staff, and patient safety at the facility.
- The Chief Medical Officer will be responsible for the complete management of the medical care for all immigrant youths residing at Influx Care Facility.
- The Chief Medical Officer is responsible for providing medical supervision, direction, and leadership for all aspects of healthcare delivery.
- The Chief Medical Officer (CMO) shall provide strategic oversight, guidance, and administration of medical services for on-site health units for various care scenarios, including emergency response, refugee, and humanitarian efforts.
- In accordance with Federal Guidelines and Contracted Services requirements, provides oversight and management of on-site medical services and ensures the coordination of off-site medical care.
- Provide medical oversight into all service delivery functions, ensuring compliance with federal, state and local laws and regulations.
- Provide direct supervision of medical staff and care oversight. This includes collaboration agreements with and the medical oversight of Physician Assistants and Nurse Practitioners.
- Performs governance activities as directed by the International SOS Medical Director, including but not limited to periodic reviews of the medical staff.
- Provide direct medical guidance for medically fragile personnel, provides reports and status updates of these medical fragile personnel to the client and federal agencies.
- Strategic Planning and Oversight for the intake, initial medical exams, focused exams, and the ongoing care requirements of persons in care.
- Provides guidance to EMS operations on site.
- Provide medical staffing, loading, and scheduling plans to meet medical support and care requirements. This includes collaboration with the administrative lead to determine rapid surge and de-scoping of staff.
- Supports other services in overseeing the operations of Primary Care, specialty, and all ancillary services performed in the on-site clinic. This also includes isolation and quarantine operations.
- Provide and develop medical support documents for humanitarian and refugee services.
- Provide Medical SOPs (s), and policies for care services.
- Develop relationships with local healthcare facilities, agencies, and specialties to ensure access to quality care in the community for those assigned to the facility.
- Develops and participates in drills for mass casualty operations.
- Participation in International SOS medical team meetings as directed.
- Performs other job-related duties as assigned.
Qualifications
Required Skills and Knowledge
- A minimum of three (3) years’ experience in a healthcare leadership role and clinical experience within the past five (5) years, preferably in a remote site.
- Demonstrated experience in executive level interpersonal skills and ability to work in a matrix environment.
Experience Preferred:
- Experience in immigration or refugee programs, working as a government subcontractor or prime contractor, is preferred.
- Experience in collaboration with state and local medical facilities is preferred.
- Experience with working in collaboration with Federal entities, such as Health and Human Services/ORR is preferred.
Education Required:
- Current and unrestricted license in Texas within scope of practice.
- Graduated from an approved medical school and completed a residency or fellowship as a Doctor of Medicine (M.D.) or Osteopathy (D.O.) from a school in the United States or Canada approved by a recognized accrediting body in the year of the applicant’s graduation.
- Board certified in Pediatrics, Med/Peds, Family Medicine, Internal Medicine, or Emergency Medicine.
- Current American Heart Association Basic Life Support (BLS).
- Pediatric Advanced Life Support (PALS), and Advanced Cardiac Life Support (ACLS) certification preferred.
- Experience in Pediatrics, Medical Pediatrics, Family Medicine, or Pediatric Emergency Room settings is strongly preferred.
- Proficiency in both English and Spanish is preferred.
- Current DEA certification.
Physical Demands:
- Work involves sitting and standing for prolonged periods of time.
- May require bending, stooping, and lifting up to 35 lbs.
Other Special Qualifications:
- US Citizen or Permanent Resident Card is required.
- Current MRPT Clearance preferred.
- Must be able to clear a DHS background investigation and Child Abuse and Neglect Check.
Additional Information
Pay range is based on several factors and may vary in addition to a full range of medical, financial, and/or other benefits. Final salary and offer will be determined by the applicant’s background, experience, skills, internal equity, and alignment with geographical market data.
Compensation| Min: $80hr Max: $95hr
