Job Description

The House of Commons’ Office of the Sergeant-at-Arms and Corporate Security (SAA-CS) is currently looking to staff two (2) Security Project Manager (SPM) positions in the Constituency Office and Residential Security (CORS) team and to establish a pool of qualified candidates for anticipatory staffing needs in the Security Project Management Office (SPMO).

Security Project Manager - CORS

The CORS team helps keep Members, their staff, and their families safe by assessing security risks, recommending security systems and alarms, and managing their installation in residences and constituency offices.

As SPM, you will plan and oversee security projects, manage Security Project Officers, and assess and approve travel, quotes, and work completed by third-party contractors. You will review and approve security assessments, provide expert advice, and manage communications with Members of Parliament and suppliers to ensure security measures are effective and delivered on time. In stepping into this role, you will draw on your ability to lead people, manage multiple priorities, and build strong relationships to ensure high‑quality security outcomes.

Security Project Manager - SPMO

The SPM is responsible for planning and delivering all physical security requirements, strategies, priorities, and objectives for Major Crown, Capital, Recapitalization, and Facilities projects within the House Administration project management framework. This role supports the SAA-CS mandate to ensure a safe and secure environment for House of Commons assets, information, and most importantly, people. As the security specialist on a multidisciplinary team, the SPM will also act as the Security Services’ User Group Representative.

As a Project Manager specializing in physical and technical security, you will be challenged to think strategically and use your tactical judgment to assess, develop and oversee the implementation of physical and technical security solutions within an assigned portfolio of work. Your strong analytical skills will help you assess threats and identify ways to mitigate risks, while excellent organizational skills will allow you to prioritize multiple and sometimes competing priorities. Your communication skills will be essential for providing clear recommendations to senior management based on current industry standards and best practices.

Additional functions include:  

  • The incumbent could be subject to travel throughout Canada in order to conduct a variety of risk assessments and provide recommendations accordingly; 
  • As part of this team, it is expected that employees will be required to come onsite a minimum of three days a week or more upon requirements.

Qualifications

Education :

  • Successful completion of post-secondary education in field related to physical security, security management, project management, OR an acceptable combination of education, training and/or relevant experience;
  • Must be capable of obtaining and maintaining a minimum Secret security clearance.

Experiences :

  • Experience working in the physical security industry with knowledge of Physical Security Protection methods and practices;
  • Experience in security portfolio planning and/or working large scale Major Crown, Capital, Recapitalization and/or facilities projects;
  • Experience and in-depth knowledge of project management theories, principles, practices and methodologies;
  • Experience working with subject matter experts in the fields of architecture, engineering, security, construction and procurement;
  • Experience in reading and interpreting architectural, mechanical, and/or electrical drawings, including site and building layouts, to ensure they are compliant with security requirements;
  • Experience in the management of consultants, financial and human resources.

Assets :

  • Proven team leadership and or supervisory experience, including the ability to guide, mentor, and support;
  • Demonstrated ability to prioritize competing demands and manage multiple projects in a fast-paced environment;
  • Strong interpersonal and communication skills, with the ability to build effective working relationships with diverse stakeholders;
  • Professional certification in project management (e.g., PMP).
