Job Summary

Procurement and Logistics Manager leads procurement and logistics functions across our donor-funded health and development programs. The successful candidate will ensure efficient, compliant, and cost-effective procurement and logistics operations in accordance with organizational policies, Tanzanian regulations, and donor requirements, including US Government (USG) funding regulations.

Essential Duties and Responsibilities

1. Procurement

• • Oversees Procurement of office services, goods, equipment and supplies for the Dar Office, sub-offices & “central procurement” items for sub-grants. 
  • Ensuring that all needed documents and donor prior approvals are obtained, completed, and filed for EGPAF’s procurement activities in line with USG and GOT regulations, EGPAF policies and guidelines and approved budgets.
  • Establishes and maintains system for purchasing, ensuring that accurate and detailed specifications are submitted in writing prior to initiation of purchasing and coordinates the efficient pickup and delivery of purchases.
  • Maintains all contracts of vendors providing services to EGPAF (leases, phone, airtime and data bundles, vehicle insurance, vehicle maintenance, fuel, etc.)

1. Logistics

• • Provides logistical support to the EGPAF Program as needed.
  • Supports the obtaining of VAT exemptions for all applicable procurements in conjunction with DOS, Ministry of Health and Tanzania Revenue Authority.
  • Manages disposal of all property and equipment in accordance with EGPAF, GOT and USG regulations.
  • Supports to ensures proper inventory reports and controls are in place for all EGPAF property and equipment.
  • Supports to identify, train and coordinates activities of Property Managers in each office.

1. Field Support

• Liaises with Field P&L Staff to ensure standard P&L policies and procedures are implemented in each office.
• Ensures the LPO system is consistently implemented at the field offices
• Conduct visits to Field Offices to assist with implementation of P&L activities and build capacity and understanding of staff.
• Ensures proper documentation of procurement files in sub-offices

1. Supervisory

Provides Technical supervision to the Regional Procurement and Logistics team.

1. Other Duties

• Assesses P&L policies and procedures on an on-going basis to identify and propose new policies or changes as needed, in addition to monitoring the implementation of existing P&L policies to ensure they are being properly adhered to.
• Prepares, submits and advices on relevant Procurement & Logistics MIS reports mentioned above to the Director of Operations

Required Qualifications

• Bachelor's degree in Procurement and Supply Chain Management, Logistics, Business Administration, Commerce, or a related field.
• Active PSPTB registration required; CIPS or equivalent professional certification is an added advantage.
• Minimum of 7 years' progressive procurement and logistics experience, including at least 3 years in a management role.
• Experience supporting USG-funded projects (DOS, CDC, and PEPFAR) and other donor-funded programs.
• Strong knowledge of Tanzanian procurement, logistics, importation, commercial, and statutory compliance requirements.
• Demonstrated experience in procurement planning, contract management, inventory control, warehousing, fleet coordination, and asset management.
• Proven experience maintaining audit-ready procurement and logistics systems.
• Strong leadership, negotiation, analytical, and stakeholder management skills.
• Proficiency in ERP systems, Microsoft Office applications, particularly Word and Excel.

The Elizabeth Glaser Pediatric AIDS Foundation (EGPAF) began supporting HIV and AIDS programming in Tanzania in 2003 and established a country office in 2004.
