Job Description

How will you fight for an AIDS-free generation? 

Working closely with the Country Director and Senior Management Team, the Senior Human Resources & Administration Manager provides strategic leadership and oversight for Human Resources, Administration, and operational support functions. The role ensures the development and implementation of effective people management systems, policies, and processes that support the Foundation’s strategic priorities, operational excellence, compliance requirements, and organizational effectiveness.

The position will also provide strategic technical assistance support to the Ministry of Health (MOH) in strengthening performance management practices, including supporting the institutionalization of performance accountability approaches, alignment of performance systems with organizational objectives, and strengthening capacity for effective performance planning, monitoring, and improvement.

No two days are alike at EGPAF, but what can you expect as a Title? 

Strategic Leadership & Management

  • Partner with the Country Director and Senior Management Team to develop and implement HR, Administration, and operational strategies aligned with the Foundation’s Strategic Plan and annual work plans.
  • Translate organizational priorities into clear departmental objectives, performance targets, and accountability frameworks to support effective delivery of results.
  • Provide strategic advice to leadership on organizational design, workforce planning, change management, employee engagement, and organizational effectiveness.
  • Provide leadership and supervision to HR, IT, and Administration teams, ensuring effective coordination, accountability, and delivery of quality support services.
  • Strengthen systems, processes, and operational practices that promote efficiency, compliance, and continuous improvement.
  • Support organizational change initiatives and workforce transitions in alignment with evolving program needs.

 Human Resources Management

  • Lead the development, review, and implementation of HR strategies, policies, procedures, and systems that support organizational objectives and compliance requirements.
  • Provide strategic HR advisory support to managers and supervisors on workforce planning, employee relations, performance management, talent management, and organizational development.
  • Oversee the administration of HR programs including recruitment, onboarding, employee relations, compensation and benefits, leave management, performance management, learning and development, and staff wellbeing.
  • Lead workforce planning and recruitment strategies aligned with current and future program requirements.
  • Oversee the development and implementation of talent management initiatives, including succession planning, staff development, and retention strategies.
  • Ensure effective implementation of performance management systems, including goal setting, performance reviews, performance improvement processes, and accountability mechanisms.
  • Support managers in applying progressive disciplinary processes and resolving employee relations matters in line with organizational policies and labour legislation.
  • Review and benchmark HR policies, benefits, and employment practices to ensure competitiveness and alignment with best practices.
  • Ensure compliance with Foundation policies, donor requirements, and applicable labour laws and regulations.

Performance Management Technical Assistance (TA) Support to Ministry of Health (MOH)

  • Provide technical support to MOH in strengthening performance management approaches and promoting a culture of accountability and results-based performance.
  • Support the review, strengthening, and alignment of performance management frameworks, tools, and processes to improve institutional effectiveness.
  • Provide guidance on performance planning, monitoring, feedback mechanisms, and continuous performance improvement approaches.
  • Support knowledge transfer and capacity strengthening initiatives with MOH stakeholders to promote sustainable performance management practices.

Administration & Operational Management

  • Provide oversight and strategic direction for administration, facilities, fleet management, assets, logistics, and office operations.
  • Ensure effective management, safeguarding, utilization, and disposal of organizational assets in compliance with approved policies and procedures.
  • Oversee the development and maintenance of administrative systems, procedures, and operational standards.
  • Ensure a safe, functional, and efficient working environment that supports program implementation.
  • Collaborate with program and support departments to identify operational needs and ensure timely delivery of administrative services.
  • Ensure compliance with internal policies, donor requirements, and organizational procedures.

Information Technology Oversight

  • Provide oversight and strategic direction for IT support services and systems management.
  • Ensure effective administration, maintenance, and support of organizational systems, applications, and infrastructure.
  • Collaborate with global IT teams to support system access management, upgrades, troubleshooting, and user support.
  • Promote effective use of technology to improve operational efficiency and business continuity.

Qualifications

To be successful, you will have: 

  • Master’s degree in Human Resource Management, Organisational Development, Business Administration (MBA), or a related Social Science field.
  • At least 10 years of progressive experience in senior Human Resources, operations, or administration leadership roles, preferably within an international NGO or donor-funded environment.
  • Proven experience leading and implementing HR strategies, systems, and processes that support organizational goals, workforce effectiveness, and operational excellence.
  • Strong expertise in strategic HR management, including workforce planning, talent management, employee relations, performance management, and organizational development.
  • Demonstrated ability to provide strategic HR advisory support to senior leadership and managers, enabling effective decision-making and accountability.
  • Experience managing and developing teams, fostering a high-performance culture, and strengthening organizational capability.
  • Strong understanding of HR compliance requirements, labour legislation, and best practices in human capital management.
  • Experience managing administrative operations and ensuring effective systems, processes, and controls are in place to support program delivery.
  • Good understanding of international development operations, NGO environments, and donor-funded programs.
  • Ability to build and maintain effective partnerships with government counterparts, donors, and internal stakeholders.
  • Strong strategic thinking, analytical, problem-solving, communication, and stakeholder management skills.
  • Experience using HR analytics and data-driven approaches to inform workforce decisions.
  • Proficiency in Microsoft Office applications and experience with HR information systems.
